- Wage Determination PWS Boeing and Airbus Simulator PWS DFARS Clause The solicitation number is F1STAB2215B007. This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC-2005-60 and DFARs Change Notice DPN-20120829 AFFARS Parts AFAC-2012-0330. Federal Supply Class/Service (FSC) code is U006. NAICS is 611512 and the size standard is $25,500,000.00. This acquisition is an unrestricted. Air Force Test Center (AFTC) Contracting Directorate, Edwards Air Force Base, CA is seeking to award a Firm Fixed Price Not to Exceed purchase order the following service: The contractor shall provide both full motion simulators and fixed base simulators along with operators/instructors with the ability to instruct students on the systems and flying qualities of the aircraft provided; in simulator instruction, briefings, all management, personnel, tools, vehicles, equipment, and labor necessary to support the USAF Test Pilot School's (TPS) Qualitative Evaluation (QE) Program at the location of the simulator. The contractor shall perform all requirements and obtain all permits and licenses in accordance to all applicable federal, state, and local guidelines. The goal of this program is to provide training for an approximately 26 students/staff who will be working in pairs and will require a total of 13 hours FBS Boeing 777, 13 hours FMS Boeing 777, 13 hours FBS Airbus 320, and 13 hours FMS Airbus 320 per visit. Upon simulator completion the contractor shall provide a post flight debrief. The purpose of this debrief is to review learning objectives and answer student/staff questions. See attached Performance-Based Work Statement (PWS), dated 31 July 2012. Period of Performance: 1 year upon ARO. Interested parties who believe they can meet all the requirements for the service described in this synopsis are invited to submit in writing a complete quote to include performance at the vendor's location. The Source Select Evaluation Team will evaluate price using the Joint Travel Regulation, Volume 2 pricing; quotes total will be added to total cost of travel to vendors location, this combined price will be used for final price evaluation. The evaluation shall be in accordance with the Technical Evaluation Factors listed in FAR clause 52.212-02. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis.
