- The following questions were submitted to the Government: 1. Amendment 14; Revised bid schedule; Option bid states: TOTAL LUMP SUM BID OPTION 1 (CLIN 0001 + CLIN 0002) tiny_mce_marker_____________ Does this dollar amount reflect only the cost for Option 1 or does it reflect the grand total of the project to include CLINs 0001, 0002 and Option 1? It reflects the grand total of the project if option 1 is exercised. 2. Will the Contractor be allowed to use water from the nearest available fire hydrant for demolition and construction activities? Yes- submit an AF Form 103 in order to get CE shop approval of the specific hydrant. 3. If Contractor is allowed to use base hydrants, is the Contractor required to provide and install a backflow device and/or a water meter prior to use? Backflow device will be required, but a water meter is not. 4. The utility drawing indicates that the sewer lateral servicing building 601 extends ~ 260 feet to a manhole located on the east side of the Thrift Shop. Will the Contractor be required to demo the full length of the lateral, back to the manhole? This will require the closure of the southern access road which leads to the commissary loading docks. No- because it is such a long run back to the main (not just across 1 lane of traffic), the sewer lateral can be capped at the road east of building 601. 5. Do the 35% design drawings referenced in Statement of Work paragraph 1.4.1.1 need to be stamped by a licensed engineer? No. 6. Does "soil stabilization" equate to 3" deep rock mulch? No- a dust palliative is all we are looking for at building 601. 7. If Option 1 is exercised, where is the preferred location for the new irrigation control unit and is there an existing 120 VAC power source at that location? The preferred location for the new irrigation control unit is at building 600 directly north of the project site. 8. At building 601, is the Contractor responsible for removal of communication cabling from underground conduits? No- base communications office requests cabling and conduit be abandoned in place. 9. If Contractor removes comm. cabling, where is the termination point? Communications information is not shown on the drawings. N/A 10. At building 601, is the extent of underground communications conduit demolition known? Communications information is not shown on the drawings. N/A 11. Does CE know if the fluid in the transformer at building 601 (Westinghouse S/N 8JJ520113) contains PCB at a level that must be disposed of as HazMat? The Contractor must test the transformer for PCBs. 12. There is a natural gas shut off valve and hand hole located within 5' of the building on the east side of building 601. Will the Contractor be allowed to disconnect the building gas at this point and abandon in-place the gas line which continues east? No- the main line runs along the street just outside of the block wall. The Contractor will be required to demolish and cap at the main. 13. Will a separate NTP be issued solely for the 35% design phase? No- see addendum extending performance period. 14. Will a Performance Period (PP) be added for the 35% design and approval phase? No; however, the government will issue another addendum to extend the performance period for abatement /demo/design/construction at 601 to 90 calendar days. 15. Is the PP of 56 days for building 601 demolition negotiable? Due to the extension mentioned in #14, the new PP will not be negotiable. 16. If the PP for building 601 remains at 56 calendar days, will the Contractor be allowed to work double shifts and/or weekends to meet this PP? N/A 17. Will The Contractor be allowed to temporarily fence off and utilize the entire existing parking lot on the south side of building 601 as a laydown area? Yes, but any damage to the asphalt must be repaired at the contractor's expense. 18. At building 4856, will the Contractor be required to erect a temporary screened fence for duration of demolition activities? Yes. 19. At building 4856, is the Contractor responsible for demolition of the trees in front and back of house? Yes. 20. At building 4856, is the extent of gas line demolition known? Is the location of the main known? The main is located in the street on Kinley Drive. 21. At building 4856, is the extent of sewer line demolition known? Is the location of the main known? The main is located in the street on Kinley Drive. 22. Reference vinyl coated fence required at 601; do all components of the fence (framing, posts, rails, chain link fabric) need to be vinyl coated, or just the chain link fabric? Just the chain link fabric. 23. The wooden shed at building 601 that is to be relocated to building 2999 is 14' x 14'. Please confirm: a. Government understands that this will necessitate an oversized load permit and operations to transport a 14' wide load over a public road. Confirmed. b. That the security checkpoint at the entrance to Area III will physically facilitate a 14' wide load. Confirmed. The Range Road entrance to Area III will have to be utilized. 24. On Government property, will the Contractor be allowed to perform the oversized load movement of the shed to building 2999 with escort vehicles and flagmen, or will the Contractor be required to schedule and coordinate road closures on main base and within Area III? Perform the oversized load movement with escort vehicles and flagmen. 25. Amendment 13 drawing shows proposed sidewalk on west and south sides of building 601. There is an existing sidewalk on the south side of building. Must the existing sidewalk be replaced, or can the it remain intact? The existing sidewalk on the south side of building 601 may remain intact. 26. After road elevations are corrected to ensure proper storm water drainage across the east entrance of the parking lot, can the demo'd portion of asphalt be patched back with concrete, or must it be asphalt? The demolished portion of asphalt may be patched back with concrete.
