- Sole Source Intent: The United States Army Mission and Installation Contracting Command - Yuma Proving Ground (MICC-YPG), U.S. Army Yuma Proving Ground (USAYPG), Yuma, Arizona, intends to negotiate a Firm-Fixed-Price (FFP) contract on a sole source basis with Ascom Network Testing, Inc., 1943 Isaac Newton Square, Reston, VA 20190. USAYPG is currently operating a Global System for Mobile (GSM) wireless communication network. The Department of Defense (DoD) established a task force to develop equipment and technologies to defeat Improvised Explosive Devices (IEDs). The task force published the Classified GSM Test Protocols on 14 September 2006 which mandates the automatic gathering of test data in real-time and specifically identifies the TEMS Automatic Solution as the only system that will meet GSM monitoring compliance. This requirement is to expand the measurement capabilities of the TEMS Automatic Solution system and have the capability to lock onto a specific sector. All aspects of the upgrades must be interchangeable with existing hardware, firmware, and software. Ascom Network Testing, Inc. is the only source with the proprietary rights, knowledge, and expertise required to produce and sell this equipment. Ascom, as a strictly research and development type corporation, does not permit the resale or distribution of its equipment through a third-party. Analysis determined that no other manufacturer's product could support our operational requirements to be process/data compliant with our existing system. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements by 17 September 2012 8:00 AM Mountain Standard Time (MST).
