Specifications GENERAL INFORMATION The 42nd Contracting Squadron, 50 LeMay Plaza, Bldg 804, Maxwell AFB, AL has a requirement to purchase services as described in this document. This is a streamlined combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only notice. A written solicitation will not be issued. This requirement is issued as a request for quote (Reference-Number F2XTB92197AQ01). The solicitation document and incorporated provisions and clauses are those in effect the Federal Acquisition Circular 2005-60 (27 Aug 2012) and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20120829. A Firm Fixed Priced Award will be made in accordance with the following: NAICS Code: 488190; Size standard: $7,000,000 IMPORTANT NOTE: THE GOVERNMENT IS SOLICITING FOR "OPEN MARKET" QUOTES ONLY. GENERAL SERVICES ADMINISTRATION (GSA) QUOTES WILL NOT BE CONSIDERED. Neither multiple Offerors nor Multiple Awards will be considered. A single award will be made in the resultant contract. This is a Total 100% Small Business Set-Aside. NATURE OF ACQUISITON: Maxwell AFB has a requirement to purchase the below listed services. This procurement will be awarded under Simplified Acquisition Procedures. All inquiries/responses to this notice must be received by 19 September 2012, 12:00 pm CST. SCHEDULE OF SUPPLIES/SERVICES: This is a Brand Name requirement CLIN 0001 - Quincy Air Compressors - 8000 hours - Visit A - preventative maintenance service on Quincy Air Compressor,(Model Number: QSI-2451, Serial Number UN099770), Quincy Air Compressor, (Model Number: QSI-3701, Serial Number: UN099771), Air Dryer System, Model Number: QPNC-325, Serial Number JO21825), and Air Dryer System, Model Number: QPNC-400, Serial Number: JO21824 in accordance with attached statement of work. CLIN 0002 - Quincy Air Compressors - 4000 hours - Visit B - preventative maintenance service on Quincy Air Compressor,(Model Number: QSI-2451, Serial Number UN099770), Quincy Air Compressor, (Model Number: QSI-3701, Serial Number: UN099771), Air Dryer System, Model Number: QPNC-325, Serial Number JO21825), and Air Dryer System, Model Number: QPNC-400, Serial Number: JO21824 in accordance with attached statement of work. CLIN 0003 - Quincy Air Compressors - 2000 hours - Visit C - preventative maintenance service on Quincy Air Compressor,(Model Number: QSI-2451, Serial Number UN099770), Quincy Air Compressor, (Model Number: QSI-3701, Serial Number: UN099771), Air Dryer System, Model Number: QPNC-325, Serial Number JO21825), and Air Dryer System, Model Number: QPNC-400, Serial Number: JO21824 in accordance with attached statement of work. Note: Due to safety in flight, all vendors must provide training certifications as a Quincy certified service provider. PERIOD OF PERFORMANCE: Base: 25 September 2012 - 24 September 2013 Option 1: 25 September 2013 - 24 September 2014 Option 2: 25 September 2014 - 24 September 2015 Option 3: 25 September 2015 - 24 September 2016 Option 4: 25 September 2016 - 24 September 2017 QUOTATION PREPARATION INSTRUCTIONS To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. a. The offeror must submit a signed and dated quote on company letterhead with unit prices and extended prices in response to this solicitation. In doing so and without taking any exception to the requirements of this synopsis/solicitation, including specification, "Schedule of Supplies/Services" and terms and conditions, the offeror agrees to accede to all solicitation requirements. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. b. Offerors must include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. c. Offerors must provide a unit price and extended price for all items referenced in the "SCHEDULE OF SUPPLIES/SERVICES". d. Interested parties capable of providing the requirement must submit a written quote to include discount terms, tax identification number, cage code, and DUNS. e. To be eligible to receive an award resulting from this RFQ, contractors must be registered in the System For Award Management (SAM) database, no exceptions. BASIS FOR AWARD Award will be based on technical acceptability and price. The offeror by acceding to all of the requirements of this synopsis/solicitation (see Quotation Preparation Instructions, Para a.) will be determined technically acceptable. Award will then be based on price.
