Description
This is a Sources Sought Synopsis; market survey for information to be used for planning purposes only. NASA Ames Research Center seeks information about potential sources to construct a new, fully functional steam boiler plant north of existing Building N231 and west of the existing Arc Jet Complex Steam Vacuum System. SPECIAL NOTE TO INTERESTED VENDORS: THIS IS A UNIQUE AND CUSTOMIZED SYSTEM/FACILITY; A MAJOR PART OF A HIGHLY COMPLEX MISSION CRITICAL TEST FACILITY IN SUPPORT OF THE NATIONS SPACE PROGRAMS. AWARDEE MUST HAVE SUBSTANTIAL KNOWLEDGE AND YEARS OF EXPERIENCE IN DESIGN-BUILD OF MAJOR STEAM PLANTS. ALTHOUGH THE MAJORITY OF THIS CONTRACT WILL BE BUILD-TO-PRINT, SIGNIFICANT PARTS WILL BE DESIGN-BUILD. The work includes: (1) Three (3) low emission, high pressure steam boilers; (2) Deaerator heater and feedwater tank; (3) Boiler NOx reduction systems. (4) Supporting and connecting piping; (5) Boiler plant controls; (6) Other major boiler plant mechanical equipment, including auxiliary boiler, combustion air fan, boiler, feedwater and chemical feed pumps, blowdown recovery heat exchanger, boiler makeup water softener package, flow measuring devices, backflow preventers, steam traps, flash tanks, control valve station, pressure reducing valve station, and safety valves; (7) Boiler control room HVAC mechanical equipment, including rooftop air conditioning unit, sound attenuators, ductwork piping, air outlets and inlets; (8) Reinforced concrete slab foundation; (9) Structural steel canopy covering the full footprint of the new boiler plant; (10) Platforms and stairs for servicing boilers and feedwater/de-aerator tank; (11) Partial demolition and removal of NOx Sphere No. 5 foundations; (12) Partial demolition and removal of NOx Shere No. 6 foundations; (13) Demolition of N231 sidewalk and parking; (14) Demolition of two (2) N231 high bay test rigs; (15) Demolition of site utilities with boundary of construction; (16)Demolition of room interior within new control room in N231; (17) Electric distribution service; (18) Boiler control room in Building N231; (19)Control room lighting, fire alarm, security, data and communication systems; (20) Gas and water utilities; (21) Earthwork, including grading and drainage improvements; (22) Concrete curb, gutter and sidewalk; (23) Asphalt pavement surrounding new boiler plant foundation slab; (24) Accessible concrete ramp, asphalt parking and striping in N231 parking lot; (25) Perimeter site fence with concrete ramps, manual sliding gates and card access man gate; (26) Site Restoration; (27) N231 fenced interior work area; (28) Renovation of existing toilet facilities in Building N231 to meet ADA compliance, including a new shower; (29) Traffic control for streets affected by construction operations; (30) Component and system testing. Options include: demolition and removal of NOx Sphere No. 6, tanks and associated underground and above ground piping; canopy; move SVS controls to N231 control room and integrate with boiler controls; and demolish existing boiler, FWDA system and associated equipment. Magnitude is over $25,000,000. The NAICS Code is 237130; the small business size standard is $33.5 million. NASA Ames Research Center is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-Owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) small businesses for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for this procurement. Note: include the firms bonding capacity, per project and aggregate. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited.
