- Final Question & Answer Posting 27. Q. In regards to the additional certifications, under Section c it discusses the Federal Awardee Performance and Integrity information System (FAPIIS). Does registration in CCR fulfill this requirement if you are an entity with federal receipts greater than $10 million or is registration in this system also required? A. CCR registration alone is not enough unless the information provided during the registration process is complete. Certifying that the requirements at (c) are met is a function not only of registration in SAM (formerly CCR), but also ensuring the representations and certifications portion of the registration in SAM (formerly ORCA) are complete. Many contractors are registered and active in SAM, but have not completed the representation and certification (formerly ORCA) portion of the registration. SAM (CCR/ORCA) transmits information to FAPIIS along with EPLS (debarment/suspension) information and CPARS (contractor past performance) information. A contractor may not have replied to certain certifications regarding responsibility in SAM/ORCA because they may have marked that the provision was not applicable and provided "no response" because their current active federal contracts were not greater than $10,000,000, or they just failed to complete it. However, if on the certification attached to this solicitation a contractor marked that they do have active contracts in excess of $10,000,000, but the information in FAPIIS (which is received from SAM) is not current, then a contractor has falsely certified that is was "current, accurate, and complete as of the date of submission of this offer". I just access the public portal on FAPIIS and pulled up a random contractor and it stated that: "Question: Does your business or organization (represented by the DUNS number on this specific CCR record) have current active Federal contracts and/or grants with total value (including any exercised/unexercised options) greater than $10,000,000? ***Contractor Response: NO RESPONSE - Contractor has not responded to this question as yet, and so no information is available until they do so. All contractors are required to respond to this question upon renewal of their CCR Account, which they must do each year." Such a response would mean that the contractor in fact has NOT met the requirement of paragraph (c) if they in fact have contracts greater than $10,000,000. Contracting Officers are required to check FAPIIS information prior to making awards over the simplified acquisition threshold. 28. Q. In regards to the submission, do you prefer the proposal, if emailed, to be sent in one PDF file or would you prefer each document within the proposal to be individually delivered but within one single email? A. It can be emailed as one file or multiple files. There is no required format.
