- Description
- The SOW remains UNCHANGED. This SOW includes drawings that are in COLOR. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format of Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This Solicitation Number BBG50-Q-12-0904RJ is issued as a request for proposal (RFP), that will result in a single award of a firm-fixed-price contract using FAR Part 15 [Contracting by Negotiation] procedures to provide reinforcement to three existing guyed 133m tall antenna towers in the Cyprus MW transmitting site. (iii) This is a combined synopsis/solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60, effective August 27, 2012. (iv) The Contracting Officer (CO) has found and determined that the nature of the supplies to be provided is appropriate for an "unrestricted" procurement. (v) The Contractor shall provide the following - Contract Line-Item Number (CLIN) No. 1: The Contractor shall supply, fabricate and deliver (excluding installation work) the specified structural steel bracings with accurate fasteners to the US International Broadcasting Bureau (IBB) Kuwait Transmitting Station, which is located in the State of Kuwait at Umm Al-Rimam on the road to Abdaly. The station site is approx. 50km northwest of Kuwait City. IBB will not accept any used, damaged and any materials that do not meet the requirements of attached SOW. (vi) The CLIN (1) required above is described in more detail in the attached Statement of Work. (vii) CLIN No. 1 period of performance is 45 days after award. The annual estimated price of services required is between $20,000.00-$30,000.00 USD. (viii) The provision at FAR Subpart 52.212-1 [Instructions to Offerors - Commercial Items] applies to this acquisition. (ix) The provision at FAR Subpart 52.212-2 [Evaluation of Commercial Items] is hereby incorporated by reference into this combined synopsis/solicitation. Technical Approach is more important than Past Performance; when combined, Technical Approach and Past Performance are more important than cost or price. (x) Offerors shall submit a completed copy of the provision at FAR Subpart 52.212-3 [Offeror representations and certifications -- commercial items] with their proposal. This provision can be found at the following website: http://www.arnet.gov/far/; if requested by an Offeror, a copy of FAR subpart 52.212-3 can be obtained by contacting the Contracting Officer. (xi) FAR Clause 52.212-4 [Contract Terms and Conditions -- Commercial Items] applies to this acquisition. (xii) FAR Clause 52.212-5 [Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items] applies to this acquisition are listed in the solicitation which is available for download. (xiii) The Offeror shall note that CLIN No. 1 shall be priced on a firm-fixed price basis. The Contractor's proposed prices shall include wages, overhead, general and administrative expenses, and profit. (xiv) The Defense Priorities and Allocations System (DPAS) and assigned ratings are not applicable to this acquisition. (xv) No numbered notes apply to this acquisition. (xvi) Offerors shall submit two separate documents (proposals) to the BBG, namely: (1) a Price Proposal that states the Offeror's proposed firm-fixed-price for CLIN No. 1 (i.e. all Deliverable items).and (2) a Technical Proposal which contains past experience/performance information. Proposals are due by 2:00 p.m. local time on September 12, 2012 at the IBB Kuwait Transmitting Station. Proposals must be submitted in hard copy format only (i.e., in person, U.S. Mail, or Federal Express or equivalent commercial courier service). Offerors should note that proposals submitted by e-mail or facsimile will not be considered. (xvii) Information regarding this combined synopsis/solicitation shall be obtained by contacting the Contracting Officer, Ms. Rachel Johnson via e-mail at rjohnson@bbg.gov. The cut-off date for questions is September 7, 2010. Any Offeror may submit an offer, which shall be considered by the BBG. Amend #1 (9/11/12): 1.The date for proposal submission has been extended 24hrs until September 13, 2012 @ 2pm to provide time for the Questions & Answers to be posted. 2.Proposals that have been submitted are acceptable and not required to be resubmitted if the Offeror does not have any changes. Please confirm by sending an email to the Contracting Officer Rachel Johnson, rjohnson@bbg.gov with confirmation the proposal submitted will not be changed. 15 Questions and Answers follow: Q1 - Does the galvanizing have to be done after holes are drilled or can the angle stock be galvanized and then the holes drilled? A1 - It is our intention that the holes be drilled prior to galvanizing. The braces will be installed on towers near a body of salt water, and we need the protection to prevent rusting. Bare metal of the drilled holes will not be acceptable. Q2 - How many holes need to be drilled in item 2, the angle steel 3000mm in length? A2- Six holes need to be in the 3000mm angle steel. The six holes spacings,three on each side of the centerline of the angle steel and need to be measured by the contractor. Our measurements are 72.0cm, 92.5cm and 2.84m, all based on being symetrical to the center of the angle steel. Q3 - Please provide a color version of the SOW for the pictures. A3- Attached is a color version. Q4) List of Items, Schedule of Requirements, Scope of Work, Terms of Reference, Bill of Materials required. A4) All information is provided in the Solicitation posted on the FBO.gov website. Q5) Soft Copy of the Tender Document through email. A5) All documents are downloadable via the FBO.gov website. Q6) Names of countries that will be eligible to participate in this tender. A6) This is an Open Market solicitation. Q7) Information about the Tendering Procedure and Guidelines A7) All information is provided in the Solicitation posted on the FBO.gov website. Q8) Estimated Budget for this Purchase A8) All information is provided in the Solicitation posted on the FBO.gov website. Q9) Any Extension of Bidding Deadline? A9) 24 Hour Extension is provided. Q10) Any Addendum or Pre Bid meeting Minutes? A10) Questions and Answers are provided via this Amend 1 and there is no Pre-Bid Meeting. Q11) Can you provide us the Antenna Tower As-built Drawings? Q11) All documents are downloadable via the FBO.gov website. Q12) Please confirm the following: (a) On the SOW said is to supply the materials on # 1. General info. (b) On the SOW said is to supply, fabricate and install the materials on # 2.4 firs t paragraph. Submittal requirements A12) Please refer back to the statement of work. Section 2.4 is requesting the contractor to prepare a test set of brackets for a trial fitting on the mock-up tower prior to fabricating all the brackets requests. Q13) Kindly find below few points on which clarification required: • Centre to centre distance of tower legs • Length of each face bracing 80x80 • Length of bracket 80x80 • Diameter of the main leg pipe to make a necessary drawing to fabricate complete set of typical new bracing members • Please let us know if bolts of grade 8.8 are acceptable • Please share drawings for new brackets, if any A13) The following clarification is provided: - Center-to-center spacing of the tower legs: 2.800M - Length of each face bracing 80x80x6: 3.000M - Length of bracket 80x80x6: 350mm - Diameter of tower leg: 80mm - Grade 8.8 bolts are not acceptable. Acceptable structural fasteners are detailed in Section 3. - Regarding the bracket drawings, see attached. - Please review this drawing against the tower as-built drawings. Q14) With regard to the FAR Clauses in general, I shall thank you to clarify the below points; a) Delivery Sign-off: will this be by way of DD254 form, duly received/confirmed by IBB-Kuwait b) Invoice Payment: we prefer payment is received by EFT directly to our Kuwait Bank A/C (CCR data was not updated due to Admin. reasons) (i) it is taken payment shall be in USD (ii) please advise Ex. Rate (iii) shall provide full style Bank details in the Invoice c) Reps & Certs: Annual and Online, and believe there's no deficiency(s) d) Others: Any other specific compliance points that we may have overlooked A14) There will be no deviation from the terms and conditions as stated in the FAR clauses of this solicitation. Q15) Section 2.4 states the Contractor shall supply, fabricate and install a complete set of brackets and bracing members on the small mock tower section at IBB's Kuwait transmit site within 7 calendar days after the contract is awarded. Section 2.2, however, states the mock section is not a 100% true duplication of any part of the existing 133m Cyprus towers. Q15a) Does the Contractor have to physically visit the IBB Kuwait site to install the prototype bracing assemblies? A15a) Yes. Q15b) Does accurate fit-up on the mock tower section accomplish acceptance by the IBB regarding ultimate fit-up on the actual Cyprus towers? A15b) Yes. The facility supervisor at the IBB Kuwait transmitting station will review whether the prototype bracing assemblies are fully acceptable. The review will be conducted in consulting with IBB HQ. Q15c) Please verify the 7 calendar day requirement for delivery of the prototype assemblies. 7 calendar days would be difficult to meet. Q15c) This requirement remains unchanged.
