- The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a sole source contract to Thermo Fisher Scientific, 300 Industry Drive, Pittsburgh, PA 15275 for the acquisition of 30 boxes of Kingfisher Comb Tips and 25 boxes of 10 kDalton molecular weight cutoff filter 96-well plates. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 6 months. Thermo Fisher Scientific is the sole manufacturer of the Kingfisher CombTips which are required for use with their Kingfisher magnetic particle processing system. Considering that the nerve agent emergency response method is validated under CLIA guidelines using the Kingfisher CombTips from Thermo Fisher Scientific, we cannot change our method without an extensive revalidation that would require the usage of a large portion of very expensive and hard to produce reference materials. Additionally, the MultiScreen Ultracell-10 filtration plates are used by the validated nerve agent exposure method as well as our validated sulfur mustard exposure method. We have extensively tested many different 96 well filtration plates, and the MultiScreen Ultracell-10 filtration plates are the only ones that give us the high level of sensitivity needed for these two emergency response methods. Butyrylcholinesterase (BChE) is a highly specific biomarker of exposure to organophosphorus (OP) compounds including organophosphorus nerve agents (OPNAs) and OP pesticides, and CDC currently has developed an emergency response method for assessing human exposure to nerve agents by measuring OPNA-BChE adducts. The currently validated emergency response method relies upon the purification of the exposure biomarker BChE from clinical blood samples using the monoclonal BChE antibodies attached to magnetic beads which are manipulated using the Kingfisher magnetic particle processing system from Thermo Fisher Scientific. The Kingfisher CombTips are required for use with the Kingfisher system to prevent contamination of samples/analyses during sample processing. The Kingfisher CombTips are the only product that is made to specifically take care of this issue on the Kingfisher magnetic particle processing system which is used for our validated, CLIA emergency response method. Human serum albumin (ALB) is a highly specific biomarker of exposure to the blister agent sulfur mustard, and CDC currently has developed an emergency response method for assessing human exposure to sulfur mustard-ALB adducts. The currently validated emergency response method relies upon the purification of the exposure biomarker ALB from clinical blood samples using Cibacron Blue discs. The MultiScreen Ultracell-10 filtration plates are used in a critical sample concentration and cleanup step following the initial removal of albumin from blood specimens. They are also used in a critical sample preparation step for the nerve agent emergency response method described above. These specific filtration plates have proven to allow for extremely high sensitivity for both the nerve agent and sulfur mustard emergency response methods. The Kingfisher CombTips and Millipore MultiScreen Ultracell-10 filtration plates are the only products that can be used in our emergency response detection methods for assessing human exposure to nerve agents and sulfur mustard since these methods were validated using these specific products. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Fisher Scientific. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Vallerie Redd via email ONLY at gfj3@cdc.gov with the solicitation number 49384 referenced in the subject line NO LATER THAN September 26, 2012. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
