Description
ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR13.106 to BURNS COOLEY DENNIS, (BCD) 551 Sunnybrook Road, Ridgeland, MS 39157. This procurement is being conducted under Simplified Acquisition Procedures (SAP). The US Army Corps of Engineers Research and Development Center (ERDC) requires soil testing and characterization services to accomplish the following tasks: determine soil type and information to build up soil test beds to satisfy the sponsor's requirements and to obtain soil characterization data to further develop modeling codes to assist in current and future research. Four (4) tests will performed on 39 samples. In order to maintain the integrity and consistency of the data, all future testing should be conducted by BCD. Accurately and consistently characterizing soil is critical to improving the method to determine the net explosive weight of improvised explosive devices. Sourcing the soil testing through different companies is likely to result in inconsistent data between tests and as a result, limit the effectiveness of the data received. Inconsistencies resulting from using another company could compromise the testing completed to date. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 a.m. CST on September 12, 2012. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to Ellaine.r.james@usace.army.mil with solicitation number referenced in the subject line.
