Description
Justification for Other Than Full and Open Competition for Contract Modification. The U.S. Department of State, Office of Acquisitions Management, is conducting this acquisition on behalf of the Financial Management Center (FMC), U.S. Embassy Mexico City. The Government intends to issue a modification to contract number S-AQMMA-10-M-0906, awarded to iDoxSolutions, Inc. (iDox) in April 2010. The purpose of the modification is to include FMC Mexico City as a Post Support Unit under the contract, with the intention of developing and implementing a Document Imaging and Workflow Solution to improve and facilitate the financial processes of the FMC. The total estimated dollar value of the contract modification is $420,000.00. Justification for other than full and open competition is that the new Document Imaging System (DIS) database developed for FMC will become part of existing DIS servers that were developed and implemented by iDox as Oracle Enterprise software platforms, utilizing several software applications. These include Kofax Ascent Capture/VRS, Viking Software DocWise, Northrop Grumman E-Power, and Global 360 Imaging for Windows. Licenses and maintenance for the existing DocWise and E-Power software applications in use are proprietary to iDox through contractual relationships with the manufacturers of these applications. This notice is not a request for proposals; it serves as notification of the Government's intention to issue a modification to the existing contract on a sole source basis. Attached is a copy of the justification for using other than full and open competition.
