Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal is being requested and a written solicitation will not be issued. A proposal is being requested based solely on this announcement. The proposed contract action is for GeoEye VGT hardware and software maintenance services and annual training for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. There is only one responsible source and no other services will satisfy agency requirements. GeoEye is the sole proprietor for Commercial Remote Sensing (CRS) data specific to IKONOS, GeoEye1 and GeoEye2 imagers. They hold all patents specific to the CRS satellites and payloads they operate. Hence, the GeoEye hardware and software maintenance services and annual training required are exclusive to GeoEye and are considered proprietary. As, GeoEye is the only commercial vendor that can deliver GeoEye1 and GeoEye2 data that is required by the Commercial Imagery Team (CIT) in support of USCENTCOM J2. A justification for Other than Full and Open Competition has been prepared for and approved by the Contracting Officer in support of this acquisition. U.S. Army Space Command/Army Forces Strategic Command intends to issue a contract (solicitation no. W91260-12-R-0007) to GeoEye Imagery Collection Systems Inc, 21700 Atlantic Blvd, Dulles, Virginia, pursuant to the authority of FAR Parts 12 and 6.302-1 Sole Source Acquisitions; subject to the FAR clause 52.232-18, Availability of Funds (APR 1984). GeoEye shall provide all management, labor, supervision, tools, parts, materials, equipment, transportation, and travel necessary to: (1) provide operations and technical assistance and support as required to include providing a list of technicians to contact and resolve GeoEye VGT hardware/software failures. Customer Service and Technical Support will be provided during the contractor Support Team hours of operation. In the event crisis support is required, additional support shall be made available on evenings, weekends, and holidays. Telephonic and virtual technical support services shall be provided for 1 year, (2) provide 1-year hardware maintenance for GeoEye VGT system; coverage will be 5 days a week/8 hours a day and include access to spares when needed, (3) provide 1-year software maintenance for GeoEye VGT system; to include all software upgrades, patches, and fixes; and (4) provide annual operator training (dates to be determined) for up to ten (10) SMDC/ARSTRAT personnel, which shall be conducted by the contractor at either SMDC/ARSTRAT or the contractor facility in Thornton, CO. Training will be requested based on the need for required pre-deployment training and will align with the Army Forces Generation Model. The model suggests that training can occur twice in one calendar year and therefore should not be tied to one training session during per period of performance of the contract. Operations, Technical Assistance / Support, Hardware Maintenance, and Software Maintenance for GeoEye VGT system shall take place at the 1st Space Brigade Commercial Imagery Team (CIT), Naval Support Activity (NSA) Bahrain. Period of performance is 01 October 2012 to 30 September 2013. Contract Line Item Number (CLIN) 0001 Operations, Technical Assistance, and Support, for GeoEye VGT System, 1st Space Brigade CIT, NSA Bahrain, QTY: 12 MO. CLIN 0002 Hardware Maintenance for GeoEye VGT system, 1st Space Brigade CIT, NSA Bahrain, QTY: 12 MO. CLIN 0003 Software Maintenance for GeoEye VGT System, 1st Space Brigade CIT, NSA Bahrain, QTY: 12 MO. CLIN 0004 Operator Training, for up to ten (10) USASMDC/ARSTRAT personnel, to be conducted by the contractor at either SMDC/ARSTRAT or the contractor facility in Thornton, CO, QTY: 1 LOT. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60.
