Description
The Federal Communications Commission (FCC) intends to purchase a sole source requirement with ProQuest for the ProQuest Congressional Hearings Digital Collection Part A: 1824 - 1979. The proposed effort will provide the FCC with online access to a complete compilation of legislative history, published and unpublished hearings with full transcripts of the proceedings, including all oral statements, committee question and discussion. The FCC will also have online access to published hearings which contain texts of related reports, statistical analysis, correspondence, exhibits, and articles presented by witnesses or inserted into the record by committee members and staff. Acquiring this service will give the relevant, accurate and full-text access to the retrospective Congressional documents as needed when developing arguments and drafting FCC decisional documents. No matter how carefully worded a statute may be, its text simply cannot convey all the political negotiations, revisions, and debates that went into the creation. Acquiring this collection will fill these critical gaps, saving hours of research time by gathering information about a statute's intent, adoption, amendment, and other significant facts into one place. The period of performance for this effort is for one year beginning Sept 25, 2012 thru Sept 24, 2013. This notice of intent is not a request for proposals or quotations. The authority for negotiating a sole source bases is made under 41 U.S.C. 253(c)(1), and FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency. The North American Industry Classification System (NAICS) Code is 519130. Any challenges to this sole source requirement must be received by September 25, 2012, NO later than 1:00pm Washington D.C. local time, in writing, and sent to gary.klaff@fcc.gov to be considered by the Government for the purpose of determining whether or not to compete the requirement. Challenges must include information sufficient to enable the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. If the FCC identifies no other capable sources by 1:00p.m Washington D.C. local time on September 25, 2012, the FCC will issue a Firm-Fixed Price Contract to ProQuest, 789 E Eisenhower Parkway, Ann Arbor MI, 48108
