- The Naval Sea Systems Command is contemplating the procurement of the development, qualification, and delivery of the energy storage modules suitable for the DDG 51 Class Destroyer. This announcement is made on behalf of PMS 320 (the Electric Ships Office). These energy storage modules (ESMs) would apply to what a ship may need to enable operation of the electric plant on a single ship service gas turbine-generator set, mitigating the need for additional gas turbines to be running in operating reserve in case of a loss of power from the single operating gas turbine. A draft specification has been released for industry comment as part of the announcement posted on May 3, 2012 to support the development of the procurement requirements. A DRAFT solicitation is being released with this announcement for industry review and comment. Given that this is a draft, the dates included in the solicitation are completely arbitrary. The closing date of September 21st posted on NECO is the valid closing date. Additionally, an updated draft technical performance specification for the DDG 51 Flight I and Flight II ESM Production Hardware Development is now available by following the Technical Data Package (TDP) link on the Navy Electronic Commerce Online website, https://www.neco.navy.mil/ under solicitation number N0002412R4229. The technical specification will be posted with restricted access controlling sensitive but unclassified document packages (limited to US DoD and US DoD contractors only) and recipients of this information must exercise good judgment on what parts of this technical information they deem necessary to share with suppliers who meet the requirements of the distribution statement. In addition to comments on the general content of the scope and technical requirements, a review of the requirements should include the identification of cost drivers, including rough estimates of cost impact, so the Navy may conduct a tradeoff analysis of performance versus cost drivers prior to releasing the final RFP. It is not the intent of this announcement to solicit questions regarding these documents as formal responses will not be provided, but comments on the content that provide the basis for any recommended changes will be reviewed, with any conclusions manifest in the final competitive solicitation. A competitive solicitation is planned to be issued shortly. Should the content of the comments warrant, a separate announcement may be released to schedule one-on-one discussions with potential offerors and the Navy. The Navy will not release any comments/questions that have the potential to reveal a potential offeror's capabilities or business strategy. This announcement in no way binds the Government to offer contracts to responding companies. All information shall be provided free of charge to the Government. No written responses will be returned. This synopsis is being posted to both the Federal Business Opportunities (FBO) site at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable.
