- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W9124Q-ChromatographMaintenance and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-60. The associated North American Industrial Classification System (NAICS) code for this procurement is 333997 with a small business size standard of 500.00 employees.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-09-17 12:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be White Sands Missile Range, NM 88002 The MCC Hood - ICO White Sands requires the following items, Meet or Exceed, to the following: LI 001, Base Year: 1 Year Maitenance for Gas Chromatograph and Gas Chromatograph/Mass Spectrometer Instrumentation. Please see the attached Performance Work Statement for a detailed description of services required. All services must be included on the proposal. Partial proposals will not be accepted., 1, Year; LI 002, Contractor Manpower Reporting costs associated with the base year of service. If this is not separately priced and the costs will be included as part of the extended price of CLIN 001, please indicate NSP., 1, LO; LI 003, Option Year 1: 1 Year Maitenance for Gas Chromatograph and Gas Chromatograph/Mass Spectrometer Instrumentation., 1, Year; LI 004, Contractor Manpower Reporting costs associated with the option year 1 of service. If this is not separately priced and the costs will be included as part of the extended price of CLIN 003, please indicate NSP., 1, LO; LI 005, Option Year 2: 1 Year Maitenance for Gas Chromatograph and Gas Chromatograph/Mass Spectrometer Instrumentation., 1, Year; LI 006, Contractor Manpower Reporting costs associated with the option year 2 of service. If this is not separately priced and the costs will be included as part of the extended price of CLIN 005, please indicate NSP., 1, LO; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MCC Hood - ICO White Sands intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MCC Hood - ICO White Sands is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. Questions concerning this buy must be submitted at least 2 days prior to the established closing date to reasonably expect a response from the Government. Those questions not received within the proscribed date may not be considered. Offers will be evaluated based on price and technical acceptability. The lowest priced technically acceptable offer will be awarded the contract. Funds are not presently available for this contract, but FY13 funds are anticipated to be provided. The Government?s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
