Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The Government has a commodities requirement for Portable Taxiway Lighting. The North American Industry Classification System (NAICS) code for this project is 335129 with a size standard of 500 employees; the SIC is 3648. The contract will be a single award, Firm Fixed Price type contract. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005 57 effective March 7, 2012. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a) Quotes must stay valid for a period of thirty days from the issuance date of the quotes. The contractor shall provide all labor, equipment, materials, tools, parts, shipping, and all other items necessary to provide the following items. This requirement will utilize brand name or equal procedures and the items are as follows: Item 1 - QTY 1 - P/N - PK9001-AZL35 Phantom AZL-15 Kit, Containing: QTY 35 Phantom AZL-15 Lights P/N P2603-A, QTY 2 Transmitter P/N P2606-T, QTY 1 P2606- CASE AZL-37 Item 2 - QTY 1 - P/N - P2606-T Phantom AZL-15 Transmitter with 9 Inch Antenna Item 3 - Personalized Engraving on cases: 149th OPS GROUP FOB: Destination for delivery to 149FW, Lackland AFB TX 78236-0123 Award will be made to the Lowest Priced, most technically-acceptable offeror. Offerors providing or equal products must demonstrate that their products have all the salient characteristics, functionality or performance characteristics of the items being requested. Please provide specification sheets, product data, and all salient characteristics with your quote. Once again, it is imperative that the or equal offeror’s product conforms to the salient characteristics of the items being requested. If your quotation does not provide the required specifications and functions for us to make a comparison that offer will be rejected as technically unacceptable and deemed non-responsive. The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors –Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. The provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive orders – Commercial items. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; The Clause at DFARS 252.204-7004, Required Central Contractor Registration; DRARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense acquisitions of commercial items; DFARS 252.232-7003, Electronic Submission of Payment Request and Receiving Reports, DFARS 252.225-7001, Buy American Act and Balance of Payment Program. Responses to this RFQ must be received via e-mail, no later than Monday, September 17, 2012, 4:00 p.m. Central Standard Time.
