Description
***The purpose of this amendment is to provide Questions and Answers (Q&A). Question 1: Has a determination been made if there will be both large and small IDIQ awards as well as small business set-aside task orders? Answer 1: The current RFI is to help the Government obtain information from large and small business to develop the acquisition strategy. Currently the Government does not have a schedule for IDIQ awards nor set-asides. Question 2: Paragraph 1.1 of the Draft PWS states that MC Field Support provides PPSS/PDSS to the users of business sustainment systems. It then goes on to state that these systems include command and control, knowledge management, Intelligence, Surveillance and Reconnaissance (ISR), counter remote controlled improvised explosive device, tactical communication, and fire support. This statement implies that PM MC will be providing under this Potential Task Order all field support for the entire range of C4ISR systems. Will PM MC Field Support Services be providing field support to the entire C4ISR collection of systems or will it be for those systems which are managed within PM MC? Answer 2: The draft PWS is a request for only PM Mission Command Field Support Services systems as identified in 3.1 in the draft PWS and stated below: The contractor shall provide support for a variety of MC tactical and business systems, including but not limited to: 1. Fire Support Command and Control family (Advanced Field Artillery Tactical Data Systems (AFATDS) (Forward Observer System (FOS), Pocket Sized Forward Entry Device (PFED), Centaur, Gun Display Unit- Replacement (GDU-R) 2. Tactical Mission Command (TMC) (Command Post of the Future (CPOF), Command Web, SharePoint 3. Strategic Mission Command (Battle Command Common Services (BCCS), Global Command and Control System-Army (GCCS-A), Defense Readiness Reporting System Army (DRRS-A), Common Software (CS), Data Dissemination Service (DDS) 4. Sustainment System Mission Command (SSMC) Battle Command and Sustainment Support System (BCS3) Question 3: Does this mean that the engineering efforts sited in paragraph 3.6 will be migrated from the SETA support currently performed within the TMD sections of the PM to the RMD sections of PM MC? Answer 3: No. The technical support will be for actions and issue that relate to field service support only and will not impact TMD engineering effort or support. Question 4: PWS 1.6 - The Inspection and Acceptance/FOB section seem to be in conflict. The first paragraph and single sentence following it is contradictory. Answer 4: The posted draft PWS is still in the development stage. Information on the PWS is still under review and being edited for correction deletion and additions. This is not a request for quote only information and sources sought. Question 5: PWS 3.11 numbering is duplicated - it is used for Field Exercises and Demonstrations and for Help Desk Services. Suggest a revised PWS for the Section 3.0 be posted. Answer 5: The posted DRAFT PWS is still in the development stage. Information on the PWS is still under review and being edited for correction deletion and additions. This is not a request for quote only information and sources sought. Question 6: PWS 3.2.2 - Is it the Governments intent to procure "dedicated" Regional Manager Support that are 100% dedicated to PM MC requirements; Or is it an option to share resources and utilize other Regional Manager support assets already in place (e.g. SEC FSD/other Regional Manager support Teams)? Answer 6: The posted DRAFT PWS identifies only the requirement for personnel to support the various FSS PM MC requirements. This is not a request for quote only information and sources sought.
