- Sole Source The Mission and Installation Contracting Command U.S. Army Yuma Proving Ground (USAYPG), Arizona, intends to negotiate a firm-fixed price contract on a sole source basis with Spiral Technology, Inc., 244 E Ave. K4, Lancaster, California 93535-4500 USA. The requested software upgrade (v4.1S) is for the current existing and accredited software system supporting the USAYPG Weapons System Test and Integration Lab (WSTIL). Spiral Technology, Inc. was the lead developer and system integrator of the WSTIL. OTIS Control is Spiral Technology's proprietary software that is used as an integral part of the STIL's design and implementation. No other software on the market is capable of integrating these disparate components into a coherent control capability, which is why OTIS control is important to the enhancements required by PM-ITTS for the Aviation STIL (AVSTIL). This contract will consist of: Contract Line Item Number (CLIN) 0001, Quantity: 1, Unit of Issue: Each, Description: OTIS-Control Upgrade consisting of: Five Licenses of IRIG 106 Chapter 9 TMATS Editor, Part Number 470-100WS; Five Licenses of a Report Generation Option for the OTI5-9 TMATS Editor, Part Number 470-101WS, Five Licenses of Wyle Systems Translator & Bridge Combined, Part Number 470-170WS; Five Licenses of TMATS to TMATS(XML) Translator, Part Number 470-200WS; Three Licenses of OTIS CONTROL- Setup File Manager, Device Setup, Device Configuration Control, Activity Logger, Part Number 490-100WS; Two Licenses of HPIB LAN Communications Interface to Hardware, Part Number 490-801WS; One License of USC 32x32 Switch (Integrated), Part Number 49Q-147WS; and Two Licenses of New Device Support (Integrated), Part Number 490-999WS Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements by 13 September 2012 at 12:00 PM Mountain Standard Time (MST).
