Description
The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI); Project Manager for Instrumentation, Targets and Threat Simulators (PM ITTS); Instrumentation Management Office (IMO) is providing the Test Capability Requirements Document (TCRD) for the Joint Urban Test Capability (JUTC) project to industry. JUTC will include a set of urban test capabilities comprised of a representative Live Urban Area, Augmented Urban Environment (UE) Effects (AUEE), Virtual and Constructive UE (VCUE), Data Collection, Reduction, and Analysis (DCRA), Test Planning and Control, Test Architecture and Net-Centric Interoperability, Weapon System Urban Test Capability (WS-UTC), Communications Jamming Urban Test Capability (CJ-UTC), and Infrared (IR) Counter Measure System Urban Test Capability (IS-UTC). This project will provide Developmental Test (DT) and Operational Test (OT) capabilities through modularity and layering to create varied representative urban morphologies and test support capabilities. The first increment to be developed will include a portion of the Live Urban Area, the AUEE, VCUE, DCRA, Test Planning and Control, Test Architecture and Net-Centric Interoperability, and will be located at White Sands Missile Range (WSMR). Other JUTC requirements, such as live environments at China Lake and remaining virtual and constructive environments for WSMR, Naval Air Weapons Station (NAWS) China Lake, and Naval Air Station (NAS) Patuxent (Pax) River, will be addressed in later increments. To further assist in identifying capabilities included in Increment 1, please see the attached table. The first column provides a TCRD section reference. The second column provides a short capability description. The third column identifies the inclusion, partial inclusion, or exclusion from Increment 1. The last column identifies the expected source for procurement. This contemplated procurement is limited to Increment 1 only. Contract vehicle column description "Competitive Award" identifies those capabilities the project office expects to procure via competition. The description "Other" identifies those capabilities expected to use existing or other contract vehicles. Industry should direct their attention to "Competitive Award" items. The full Increment 1 list is provided for information purposes. Follow-on increments have not been determined at this time. The TCRD, along with the table, is provided for general information only of the contemplated JUTC Increment 1 effort. Draft requirements specific to Increment 1 are forthcoming. Please hold all questions regarding requirements until after the posting of the draft requirements.
