Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the Army Contracting Command - Aberdeen Proving Ground, CCAP-SCN, Natick Contracting Division, on behalf of The Shelters Technology, Engineering & Fabrication Directorate located at the Natick Soldier System Center (NSSC), intends to award a firm fixed price purchase order on a sole source basis to: Siebring Manufacturing, Inc. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. 1. Nature and description of the supplies or services required to meet the agency's needs: The Shelters Technology, Engineering & Fabrication Directorate has a requirement to convert four fielded Heatmaster and Military 401 Furnaces to natural gas. Siebring Manufacturing, Inc. is the manufacturer of the fielding heaters and is the sole source provider of the required conversion kits. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Siebring Manufacturing, Inc. is the original manufacturer of the furnaces to be converted from oil to natural gas and only Siebring Manufacturing, Inc's parts are compatible with the Heatmaster and Military 401 Furnace. These conversion kits are unique and proprietary to Siebring Manufacturing, Inc. and they are not universally configured as there is no industry standard. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Engineering plus design experience, coupled with extensive field surveys provides sufficient knowledge that these requested parts are proprietary and there is no one industry standard product to match. 4. Any other facts supporting the use of other than full and open competition: The original design and conversion kits for the Siebring Manufacturing, Inc. furnaces result in parts which are proprietary Siebring Manufacturing, Inc. the original equipment manufacturer. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: This is a onetime purchase for the oil to natural gas conversion kits. 6.
