Description
Fuel Services for Nouxbee NWR This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items and award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures & FAR Part 15, Contracting by Negotiation. The Government will award a Blanket Purchase Agreement for normal and emergency fuel deliveries at the Okefenokee NWR. The associated North American Industrial Classification System (NAICS) code for this procurement is 424710. For purposes of Government procurement, the petroleum refiner must be a small business concern that has no more than 100 employees. The solicitation number for this requirement is F12PS00739 and it is being issued as a Request for Quote (RFQ). The solicitation documents and incorporates provisions and clauses that are in effect through the Federal Acquisition Circular (FAC) 2005-58. Solicitation will be available electronically on or about 08/26/2012 at www.fbo.gov and www.fedconnect.net. To be eligible for award, Offerors must be registered in the Central Contractor Registration (CCR) database via website: http://www.ccr.gov, and have completed the Online Representations and Certification (ORCA) at website: https://orca.bpn.gov. Potential Offerors are responsible for monitoring www.fbo.gov and www.fedconnect.net for the release of the solicitation or any other pertinent information. Paper copies of the solicitation will not be provided. Responses to the RFQ will be due on 09/10/2012 and the anticipated award date of the contract is 09/18/2012. Payment requests must be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform System (IPP). The IPP website address is: https://www.ipp.gov. The Contractor must use the IPP website to enroll, access and use IPP for submitting requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the contracting officer. This notice does not obligate the government to award a BPA nor does it obligate the government to pay for any quotes preparation costs.
