Description
In accordance with FAR 5.101(a)(1) and 5.201, this is a notice of intent to award a sole-source contract and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Chief Procurement Office (OCPO), Acquisition Operations Division, Preparedness Branch, 16825 S. Seton Avenue, Emmitsburg, MD, 21727-8998, intends to award a sole-source contract to the International Association of Emergency Managers, 201 Park Washington Court, Falls Church, VA 22046-4527 for the performance of a Private Sector Preparedness Evaluation and Small Business Self-Assessment Pilot. The requirement is to provide for an evaluation of the effectiveness of the Department of Homeland Security/ Federal Emergency Management Agency (DHS/ FEMA), National Preparedness Directorate, National Integration Center's current Private Sector Preparedness Program, recommendations for program enhancements that are validated by the emergency management and private sector community; integration of the existing big business-small business mentorship program as appropriate; development and validation of tools that help to enable preparedness by the small business community; a Small Business SDoC self-assessment processes; and the transfer of knowledge to aid the long-term self-sustainment of preparedness certification and assessment efforts to the emergency management and private sector communities. For this requirement FEMA OCPO intends to award a contract for a period of twelve months from the date or award. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The only known source which can provide technically acceptable services for this requirement is the International Association of Emergency Managers (IAEM). IAEM has unique partnerships with the private sector that is focused on advancing priority preparedness issues. IAEM is the only entity that is strategically positioned with the programs and relationships at the intersection of the emergency management and private sector communities focused on advancing priority preparedness issues that are required to meet the requirement. These unique organizational characteristics are critical to the execution of this project's objectives and specific tasks. IAEM is the only organization that is positioned to assess this potential, big business - small business mentorship program for the purpose of enhancing disaster resiliency, in context with the other related private sector preparedness tasks in this contract. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. Parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same services. All capability statements received by closing of this notification will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The new contract must be awarded not later than September 30, 2012. The North American Industry Classification System Code (NAICS) is 813920.
