- Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to award a sole-source contract with Daedalus Technologies (Daedalus) pursuant to Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The applicability of this authority rests on the need for a follow-on contract to serve as a surrogate for certain requirements currently situated under Contract N61340-11-C-0046 (Old Contract). The Old Contract went into effect under the authority of the 8(a) Program, as provided by 15 U.S.C. 637. However, a recent federal district court judgment enjoined further use of this authority, thus precluding some of the Old Contract ™s requirements from going into effect. Those requirements affected by the decision are as follows: 1. option Contract Line Item Number (CLIN) 0001 and its subordinate Option Subline Item Numbers (SLIN) 0001AA and 0001AB for a Blue Force Tracker (BFT) upgrade to the MH-53E Operational Flight Trainer (OFT), 2F141, located at NS Norfolk, VA; 2. option CLIN 0007 and its subordinate SLINs 0007AA and 0007AB for a Critical Survivability (CSU) upgrade to the CH-53E Containerized Flight Training Device, 2F220, located at MCAS Kaneohe Bay, HI; and 3. initial spare parts consisting of customized, fabricated faceplates for the devices covered by the Old Contract, inclusive of the preceding two Items. The above requirements derive from the work completed under the Old Contract. Daedalus ™ ongoing performance of that effort gives it the unique capabilities to meet these needs without duplicating advances already made. By doing so, this also prevents unnecessary rework that would ultimately lead to delays in fulfilling the agency ™s requirements. This synopsis is not a request for competitive proposals. Interested sources desiring to contest this synopsis may do so by asserting its supportable rationale to LaVenji Daniels via email at lavenji.daniels@navy.mil in an electronic format compatible with Microsoft Word 2007 no later than September 25, 2012 at 12:00 pm EST. ALL INFORMATION SHALL BE FURNISHED AT NO COST OR OBLIGATION TO THE GOVERNMENT. No solicitation document is available. If no written contest to this synopsis is received, a Justification and Approval (J&A) in accordance with FAR Part 6.303 based on the rationale provided above will be initiated. If conducted as a sole source procurement with Daedalus Technologies, no further synopses will be provided.
