- Military Specification DFP 420 (Attachment 1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number FM441722130001 is hereby issued as a Request for Quotation. This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60, effective 27 August 2012. This acquisition is 100% set-aside for Small Business Concerns. The North American Industry Classification System (NAICS) code for this project is 336212, and Standard Industrial Classification (SIC) code 3715. The Size Standard for NAICS 336212 is 500 Employees. The contractor shall provide all personnel, vehicles, equipment, tools, supervision, and other items necessary to provide three (3) towable expeditionary shelter systems to HQ AFSOC/SGR. Delivery Terms are FOB Destination for delivery to 131 Howie Walters Rd, Bldg 91042, Hurlburt Field, Florida 32544-5267. The following provisions and clauses apply to this solicitation and will remain in full force in any resultant award: FAR 52.212-1, Instructions to Offerors - Commercial Items (Feb 2012). It is amended to read: Offeror shall submit signed and dated offer to 1 SOCONS/LGCC, Attn: SSgt Steven McConnaughy, 350 Tully Street, Building 90339, Hurlburt Field FL 32544-5810, by 22 September 2012, 1:00 p.m. CST. Submit signed and dated offer marked with solicitation number FM441722130001. The offeror may also submit an electronic copy of their signed and dated offer via e-mail to 1SOCONS.LGCA2@hurlburt.af.mil with the solicitation number in the subject block. The government reserves the right to evaluate proposals and award a contract without discussions with offerors. Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation of Commercial Items (Jan 1999) which is incorporated into this Request for Quotation, with an addendum to paragraph (a) as follows: The following factors shall be used to evaluate offers: (i) Technical capability (ii) Price. Technical capability is approximately equal to price. (1) Price/Cost Evaluation. Initially offers shall be ranked according to price, including any option prices (if applicable). Each offeror's price will be evaluated for completeness and reasonableness. Unrealistically low proposed costs/prices may be grounds for eliminating a proposal from competition either on the basis that either the offeror does not understand the requirement or the offeror has made an unrealistic proposal. (2) Technical Evaluation. Offers shall be evaluated independently of the cost/price proposal evaluation to determine the offeror's compliance with the technical requirements of this solicitation. The government may make a final determination as to the technical acceptability of an offer based on the proposal as submitted without requesting any further information. Offeror's proposals will be evaluated against their ability to meet the following technical specifications: Military Specification DFP 420 (See Attachment 1) Additional Specifications: Chassis Specifications: (a) Corrosion resistant aluminum chassis (b) Max Gross-Vehicle Weight - 1,900 pounds (c) Maximum speed-20 miles per hour (d) 20 inch pneumatic tires with flat prevention tubes (e) Maintenance-free pivot arm suspension (f) Sliding Tow Bar with lunette ring for air transportation including "Safe to Fly" designation. (g) Removable Pintle Hook (h) Tow Bar coupler (i) 14" x 80" folding side cargo deck for holding equipment, Quantity: 1 (j) 19" x 80" folding side cargo deck for holding equipment, Quantity: 1 (k) Scissor type jack (l) 8 D-Ring tie down clips (m) Tool box to perform user-level maintenance: brown duct tape; water-proof flashlight; 25ft tape measure; metric socket set; standard socket set; metric Allen wrench set; standard Allen wrench set; medium adjustable wrench; scissors. (n) Trailer shall fit on a 463 L pallet (o) Trailer width not to exceed 62" (p) Capability to tow trailer with Polaris military Diesel Long Box with Cab, product number M11WH90ML. Total Hitch Vertical Weight 150 lbs. Total Towed Load Weight 1,900 lbs. Integrated Power Generation: (a) 11 kw Diesel generator; 120/240 VAC 60Hz; 7.4 gallon fuel tank; shore power connection; solar charger for battery; waterproof outlet; D-Ring tie downs; grounding kit. (b) Spares package to include: (2) fuel filters; (6) oil filters; air filter; (5) grounding rods; (5) grounding rod couplers; AC filter; AC drier; fan belt; 40 amp slow blow fuse; (2) glow plug screen; 12v graphite diesel furnace glow plug; wheel and tire (assembled); hitch pin with ½" hairpin cotter; cargo deck pin with lanyard; rubber t-handle draw latch; aluminum snap-lock 4" x 2' duct. (c) Generator and ECU must have a removable connection (ability to quick disconnect ECU from generator) (d) Generator & ECU protective cover Integrated ECU: (a) Continuous Run Environmental Control Unit (ECU); 2 tons of cooling (24,000 BTU/hour) of cooling; 5 kW (17,000 BTU/hour) of electric heat; 60dBA @ 7M; ECU controller with isolated relay system; diesel fired heater (shared fuel with generator); 4.8kx (16,000 BTU/hour) of heat; (2) 12" diameter by 10' long insulated ECU ducts. The following items will be included in a "Spares Package" for each trailer, and shall be stored/accessible on each trailer: Spares Package Generator Spares: Fuel Filter, Quantity: 2 Oil Filter, Quantity: 6 Air Filter, Quantity: 1 Fan Belt, Quantity: 1 40 Amp Slow Blow Fuse, Quantity: 1 ECU Spares: AC Filter, Quantity: 1 AC Drier, Quantity: 1 Chasis: Wheel/Tire Assembly, Quantity: 1 Hitch Pin W/ Hairpin Cotter, ½", Quantity: 1 Cargo Deck Pin, W/ Lanyard, Quantity: 1 Diesel Furnance: Glow Plug Screen, Quantity: 1 Glow Plug, 12V W/ Graphite, Quantity: 1 Misc.: Rubber T-Handle Draw Latch, Quantity: 2 Aluminum, Snap-Lock Duct 4" Diameter, 2' Length, Quantity: 1 Ground Rods (5 PK), Quantity: 1 Ground Rod Couplers (5 PK), Quantity: 1 The contractor shall submit a complete proposal with schematic drawings, and a list of materials/components listed by brand name and part number. The Government will award a FFP contract to the technically-acceptable and responsible offeror with the lowest price offer. Offeror's technical proposal shall be submitted along with their proposal and shall not exceed 20 pages in its entirety. FAR 52.212-3, Offeror Representations and Certifications (Apr 2012) - Commercial Items applies to this Request for Proposal and the offeror must include a completed copy of this provision with their proposal or indicate (with DUNS Number) that current information is available on the federal government website ORCA (https://orca.bpn.gov/). Prospective contractors must be registered in the Central Contractor Registration Database prior to award of a government contract. Additionally, the offeror shall comply with the DFARS clause at 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports (Mar 2008).
