Description
Launch and Early Orbit Analysis and Disposal Operations Mission Planning / Orbital Analysis Software Sustainment Sources Sought Synopsis THIS SOURCES SOUGHT ANNOUNCEMENT IS A CHANGE TO ORIGINAL ANNOUNCEMENT POSTED ON 16 JUL 2012. THIS CHANGE ENCOURAGES LARGE BUSINESS ENTITITES TO RESPOND. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Ogden Air Logistics Center Contracting Directorate is conducting market research to determine the existence of potential large and small business sources to provide the government with the ability to procure services to provide software upgrades, changes, and modifications to mission planning and orbital analysis portion of LADO that utilizes FreeFlyer and MATLAB software, which are commercially available, at Peterson AFB, CO. The Contractor provided software shall interface with Braxton Technologies' LADO software by performing data exchanges with a Microsoft Access database and flat files and providing a socket connection. The contractor shall comply with the most current version of the Space and Missile Systems Center Standard Software Development for Space Systems (SMC-S-012) in the performance of the tasks and duties outlined within the PWS. Companies interested should be able explain how they would comply with PWS Paragraph 3.1.2, especially how to correct errors/defects within the FreeFlyer software. Also, respondents should explain how they will have a fully qualified team in place at Peterson AFB at time of award (31 Dec 12) to perform tasks outlined within the PWS. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business opportunities homepage at www.fbo.gov. The Government shall not reimburse the costs of preparing responses to this request for information. The Ogden Air Logistics Center Contracting Directorate (AFMC), Hill Air Force Base (AFB), Utah, intends to issue a formal RFP for the acquisition to provide the government with the ability provide software upgrades, changes, and modifications to mission planning and orbital analysis portion of LADO that utilizes FreeFlyer and MATLAB software. Requirements shall include supporting Global Positioning System (GPS) LADO by generating and maintaining FreeFlyer Mission Plans, FreeFlyer configuration files, interface files, and FreeFlyer Extension modules for the GPS LADO Mission Planning Elements, writing software for new capabilities and upgrades for interfaces, complete software builds within agreed upon completion dates, provide training to system end users on new software releases, provide expert subject matter support for mission analysis software. The NAICS code for this requirement is 541511. The Government requests interested parties to submit the attached questionnaire and a brief statement of current capability to perform these services. Interested and qualified sources should provide the following information: (1) company name, point of contact, e-mail address, telephone and fax numbers, type of business and size; (2) a list of your most recent and relevant DoD or commercial contracts (not to exceed five) to include brief description, names, POCs, phone numbers, value & type of contract, and period of performance; and (3) information about your company and why you think you can perform this service.
