- Statement of Work U.S. Department of Health and Human Services Office of Child Support Enforcement Division of Policy Background In November 2007 the U.S. and other Hague member states finalized the text to a multilateral child support enforcement treaty, the International Recovery of Child Support and other Forms of Family Maintenance (the Convention). The U.S. signed this Convention in 2007 and we anticipate that Congress will pass the Convention's implementing legislation in 2012. The Convention requires that each participating country designate a Central Authority to discharge the duties under the Convention. In the U.S., the Federal Office of Child Support Enforcement is the designated Central Authority. Specific Tasks • Review and input U.S. responses to the Convention's country profile electronic system. Other projects may include o Review Practical Handbook on the Hague Convention o Research and draft international training documents for the Division of Policy Staffing One subject matter expert is needed to work 43.76 hours intermittently over the duration of the contract. In the event that additional hours are needed, changes will be made via modification(s). It is anticipated that these tasks can be accomplished with a subject matter expert who has knowledge in international and intergovernmental child support enforcement. It is understood that throughout performance of this contract, the person selected will have access to confidential data, which either is the sole property of HHS or is the sole property of other than the contracting parties. The contractor and her subcontractor(s) (if any) agree to maintain the confidentiality of al data to which access may be gained throughout contract performance, whether title thereto vests in HHS or otherwise. The contractor and her subcontractor(s) (if any) agree not to disclose said data, any interpretations and/or translations thereof, or data derivative there from, to unauthorized parties in contravention of these provisions, without the prior written approval of the contracting officer or the party in which title thereto is wholly invested. Subcontractors are subject to the same stipulations and may be held responsible for any violations of confidentiality. Your proposal is due Thursday September 13, 2012 at noon.
