- The United States Army Medical Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, IAW FAR 13.106-1(b) with Harvard Apparatus (dba Harvard BioScience), 84 October Hill Road, Holliston, MA 01746-1388, as the only responsible source that can provide the customized add-on system needed to fulfill this acquisition. This is a logical follow-on requirement for a working heart option to basic unit IH-SR. Harvard Apparatus, under contract W81XWH-11-P-0484 (a competitive total small business set-aside procurement), provided the initial system Langendorff Perfusion Isolated Heart Apparatus System and is the only source of the Working Heart upgrades that will complement the current system and data acquisition. In order to effectively upgrade and use the Langendorff Perfusion System in the working heart mode, the additional essential equipment must be purchased from Harvard Apparatus in order to maintain scientific integrity. Although other companies make and sell Langendorff Perfusion/Working Heart systems, their equipment will not be compatible with the current customized working heart system at the US Army Medical Research Institute of Chemical Defence (USAMRICD). In addition, competing this requirement will not benefit the Government since there is already on-going research and established protocols using Harvard Apparatus Langendorff Working Heart System. This is a firm-fixed-price contract award for $15,253.75. The NAICs is 334516 with a size standard of 500. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Harvard Apparatus.
