Description
The US Army Medical Research Acquisition Activity (USAMRAA) intends to issue a sole source, 12-month bridge contract to Screening for Mental Health, Inc. (SMH), 1 Washington Street, Suite 304, Wellesley, MA 02481-1706. This solicitation provides for continued support for the Military Pathways, formerly the Mental Health Self Assessment Program (MHSAP), a congressionally mandated program including implementation of validated mental health assessment instruments, evaluated in a population-based setting for major depression, Post Traumatic Stress Disorder (PTSD), bipolar disorder, generalized anxiety disorder, and alcohol abuse. The objective of this procurement is to provide support services meeting existing congressional requirements for the Defense Center of Excellence (DcoE) for Psychological Health (PH) and Traumatic Brain Injury (TBI). This notification is being issued in accordance with FAR 6.302; Only one responsible source and no other supplies or services will satisfy agency requirements. SMH is the only organization that provides a complete set of assessment instruments that have been specifically evaluted for population-based screening, scoring, and referral. Additionally, SMH provides the only evidence-based youth suicide prevention program in the nation (Signs of Suicide: SOS). A bridge contractor would not be capable of providing assessments, either online or in-person, without a break in service and it would take over a year for a new vendor to create an evidence-based youth suicide prevention program from scratch. This notice of intent is not a request for competitive quotes. This notice is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received within fifteen (15) calendar days after publication of this response, the contract will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
