- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number W91ZRS-12-R-0009 is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60. This acquisition is 100% set-aside for small business firms, the associated NAICS code is 333319 and small business size standard is 500 employees. All equipment must be new and conform to all applicable standards and specifications. The acquisition will be FOB Destination with Delivery and Acceptance point at the TASM-G, 139 Tower Ave, Groton-New London Airport, Groton, Connecticut 06340-5300 within 90 days of receipt of award. Line Item 0001 - Cart, H-60 Cowling, Qty 8 each. Line Item 0002 - Cart, Cowling Components, Qty 24 each. The Government considers Part #FTR011206, Cart H60 Cowling; and Part#CNG060712 Cart, Cowling Components; manufactured by Handling Systems, Inc. 106 Park South Ct, Nashville, TN 37210; or equal, to meet the minimum needs of the Government. The minimum salient characteristics that an equal item must meet to be acceptable are as follows: a. Similar in size b. Construction material c. Shelves d. Shelf coverings e. The following provisions and clauses apply to this solicitation: 52.212-1 -- Instructions to Offerors - Commercial. 52.212-2 -- Evaluation -- Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability of the item offered to meet the Government requirement; price and past performance. Technical and past performance, when combined, are equal to price. 52.212-3 -- Offeror Representations and Certifications -- Commercial Items. An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via https://www.acquisition.gov.
