- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotes (RFQ) and the reference number is W9124Q-12-R-HTTS. The Offeror must quote on an all or none basis and written proposals are required (oral offers will not be accepted). Department of Public Works at White Sands Missile Range (WSMR) has a requirement to service two (2) helium/nitrogen trailers and reinstalls the cylinders and manifold assembly on two (2) new chassis trailers provided from WSMR. Please see attached statement of work (SOW) for further details of the requirement and equipment description. The Government intends to award a BEST VALUE firm fixed price contract resulting from this solicitation to the LOWEST PRICE TECHNICALLY ACCEPTABLE offeror meeting or exceeding the acceptability standards for non-cost factors as set forth in the solicitation requirements. Technical acceptability will be based on a combination of; Technical Performance, Technical Requirements (as listed in the SOW), Past Performance and Delivery. Contractor must submit a brief record of Past Performance and information regarding Technical Capability to fulfill this requirement. Please include CAGE Code, DUNS, Tax Identification Number, FOB Destination, Discount Terms, and delivery of equipment. The solicitation is issued for full and open competition as a Request for Quote. The applicable NAICS Code is 336212 and the size standard is 500 employees. Payment will be made by the Defense Financial and Accounting System (DFAS); therefore, vendors must be registered in the Central Contractor Registration (http://www.ccr.gov/), as well as, Wide Area Work Flow (https://wawf.eb.mil/). The items needed are listed in the ATTACHED STATEMENT OF WORK: PLEASE REFERENCE. **SITE VISIT** There will be a site visit held on September 17, 2012 @ 10am MST: Location: MICC Contracting Office BLDG 143, Crozier Street 2nd Floor in the Large Conference Room 227 White Sands Missile Range, NM 88002 Anyone interested in attending the site visit MUST EMAIL a list of attendees to bernadette.t.quevedo.civ@mail.mil NO LATER THAN (NLT) 1400 MST, September 13, 2012. The site visit will be at the contractors' expense and not at the expense of the Government. Potential contractors must be within a five-hundred (500) mile radius of White Sands Missile Range, NM. It is the Government's intent to deliver and pick-up trailers to and from the contractor's site. Any applicable local, state, or federal taxes must be included in total proposed cost. Partial quotes will not be considered. SUFFICIENT INFORMATION AS LISTED IN THE SOW MUST BE SUBMITTED WITHIN THE QUOTE FOR A TECHNICAL REVIEW TO BE ACCOMPLISHED. QUOTES SUBMITTED WITHOUT SUFFICIENT INFORMATION WILL NOT BE CONSIDERED. All quotes submitted in response to this solicitation shall be submitted by E-mail to bernadette.t.quevedo.civ@mail.mil no later than 1300 MST on September 21, 2012. Acknowledgement of receipt will not be made. The following provisions and clause are incorporated in this solicitation.
