- NASA/NSSC intends to purchase the below curriculum from JMJ Associates LLP, 8310-1N, Capital of Texas Hwy, Suite 440, Austin, TX 78731. Pursuant to FAR 13.106(b), the acquisition of these services has been determined to be reasonably available from only one source. NASA/NSSC has a requirement for a training program entitled Beyond Zero IIF Orientation Session for Leaders (Train-the-Trainer) Workshop. The objective of the program is to continue to build on Phase 1 of training that has been provided for over 200 MSFC Leaders. JMJ Associates LLP will train 12-16 new facilitators to deliver the on-going 4-hour Incident and Injury Free (IIF) conversations at MSFC. The purpose of the training is to integrate and create people-centered health, safety and environmental leadership, or an IFF culture at MSFC. In addition JMJ Associates LLP will provide materials to help participants facilitate the IIF Orientation sessions and ensure the competency and effectiveness of the trainees. The delivered program will be custom designed for MSFC containing the following core elements: An introduction to MSFCs IIF commitment A briefing on the IIF challenges for NASA MSFC An introduction to the fundamentals of IIF execution An orientation to the underlying IIF theories and principles Coaching of the orientation leaders regarding the impact of their delivery This offering shall be held at NASAs Marshall Space Flight Center on either October 10-12, 2012 or October 16-18, 2012. Competition is impractical because this is a logical follow on to Phase 1 of the training that has been taught to over 200 leaders at MSFC, a change in vendor for the next group of facilitators will result in a loss of continuity. JMJ Associates LLC utilizes a unique and innovative approach that creates sustained development in all four domains of safety: Systems, Behaviors, Culture and Individual Intentions. The Government intends to acquire a commercial item using the procedures in FAR Part 13.106. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. central standard time on September 19, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
