- The Department of Veterans Affairs, VA Palo Alto Health Care System is issuing a Source Sought Notice to determine if there are any Service Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB) and Small businesses (SB) that can help analyze data to support a VA research project. This contract supports a VA research project entitled "Automating Performance Metrics for Quality Improvement in Complex Chronic Disease". The overall goal of AutoPM is to develop new informatics methods to automate quality improvement measures for patients with complex clinical scenarios. This project does not aim to write performance measures but rather to provide the informatics tools and infrastructure necessary to support development of complex performance measures by the appropriate groups within VA such as the Office of Quality and Performance (OQP). In order to develop these tools, this informatics research project will focus on 5 chronic disease clinical practice guidelines and their associated performance measures. The overall scope of the work under this contract is to provide clinical expertise to knowledge base experts in the domains of diabetes mellitus, lipids, and hypertension. The knowledge bases developed will be integrated into the VISN21 Clinical Dashboard and meet functionality requirements necessary to fit into the PACT workflow. The ideal contractor will have the following qualifications: A candidate with clinical experience at physician level is preferred as the person will need to have in depth knowledge of medical terminology and clinical management in order to provide clinical expertise to knowledge base developers. An expert knowledge of endocrinology is highly desired as the knowledge base will deal largely with the domain of diabetes mellitus. Familiarity with VA Computerized Patient Record System (CPRS), PBM Clinical Dashboard, and the VA Patient Aligned Care Teams PACT model is also highly preferred. The Period of Performance of the Base Year begins on/about September 24, 2012 thru September 24, 2013. No formal solicitation document exists at this time. The proposed NAICS code is 541990 and the business size standards is $7.0. At this point in the procurement process the VA is performing market research to determine the interest of Service Disable Veterans Owned Small Business, Veteran Owned Small Business, Hubzone Small Business, and Small Disadvantage Businesses (8(a)). Interested firms fitting one or more of the Socio-economic categories should send their information by email to Isabel Arroyo no later than 12:00 am Pacific Time, September 11, 2012.
