- Sources Sought: W9128F-12-S-M014 Removal of 4 - 2.1 million gallon Underground Storage Tanks, Bunker Style, DFSP Yorktown, VA This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. This announcement is part of our market research, and your responses are sought to identify sources that have the knowledge, skills, and capability to perform the work through a potential Request for Proposals (RFP). The U.S. Army Corps of Engineers, Omaha District is conducting market research to identify sources (Small Businesses and Other-than-Small Businesses) that qualify under the NAICS CODE 237120, Size Standard $33.5M. This industry comprises establishments primarily engaged in the construction of oil and gas lines, mains, refineries, and storage tanks. The work performed may include new work, reconstruction, rehabilitation and repairs. Specialty trade contractors are included in this group if they are engaged in activities primarily related to oil and gas pipeline and related structures construction. All structures (including buildings) that are integral parts of oil and gas networks (e.g. storage tanks, pumping stations, and refineries) are included in this industry. Illustrative Examples: Distribution line (gas and Oil, construction), Oil refinery construction, Gas main construction, Petrochemical plant construction, Gathering line (gas and oil field construction), Pumping station (gas and oil transmission construction), Natural gas pipeline construction, Storage tank, natural gas or oil tank farm or field construction, Natural gas processing plant construction. The responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions for this project. Responses are to be sent via email to donna.r.larson@usace.army.mil no later than 2:00 p.m. CDT, 17 Sept 2013. Project Location: DFSP Yorktown, Yorktown, VA - This is a DOD installation that will require the proper identification for access to the installation. Contractor will be required to obtain Rapid Gate passes for ALL employees that will enter the facility. Contractor must be cognizant of accessing this facility as the only access is through a National Park and residential housing area. Project Budget: Current working estimate is $ 5M-$7M. Performance and Payment Bonds will be required. Project Description: This Project requires that you execute the removal of four (4) 2,100,00 gallon Underground Ground Storage Tanks (UST) (Bunker Style). The purpose of this contract is to eliminate the actual or threatened discharges of petroleum wastes to the environment. This request for information sets the minimum standards and is not a complete design. The final outcome of this project is the removal of the bunkered fuel storage tanks and appurtenant structures, environmental sampling for compliance that meets Federal, State, Local and municipality regulations, proper tank closure reports submitted to State of VA, properly backfill the open pits created by the tank removal and regrading of the site. It is the intent of the owner to utilize the existing fill soil which was used to cover and surround the tanks and to perform minimal excavation and regrading of the site in the area of the tanks to generate additional fill soils to backfill the open pits. No offsite borrow fill will be used on this project. The contractor will be responsible for providing the 100% design, engineering support, labor, materials, and transportation for a full demolish and utility relocation as well as site restoration and grading. This action shall be completed pursuant to Resource Conservation and Recovery Act, 40 CFR Part 280, to the greatest extent possible and in accordance with the National Contingency Plan, 40 CFR Part 300, Subpart D, 29 CFR 1910, 29 CFR 1926, National Electrical Code (NEC) and USACE Safety Regulation EM-385.1-1. This action shall also be performed in accordance with any other appropriate state regulations governing handling and disposal of all wastes, either found or generated on site. Comply with laws ordinances, rules and regulations of all local, state and federal authorities having jurisdiction and the rules and regulations of applicable professional organizations. (i.e. ANSI, API, etc.) The project consists of primarily the following sub tasks: a. Removal & disposal of four (4) 2,100,000 gallon fuel tanks that are bunkered style UST tank and the supporting pumphouse that is located atop the bunkered tanks. b. Remove & dispose all valve pits throughout site associated with the 4 tanks. c. Drain, pig and properly dispose of contents in 1800 lf 12" diameter pipe and 3000 lf 14" diameter pipe. Properly seal all piping that is to be abandoned in place. Remove and dispose of all pipeline and supporting appurtenances d. Site restoration and grading. e. Other items of importance are: properly clean, transport and dispose of tank, piping contents. Address asbestos in pumphouses located atop of each tank. Re-routing power supply to pipeline supplier, fire main loop re-configuration and certification by a licensed professional that specializes in this type of infrastructure. f. Entry into bunkered AST's will require all applicable certifications, plans, equipment, personnel to conduct a Permitted Confined Space Entry (CSE) as per 29CFR1910.146: 29CFR1910 Subpart I; Respiratory Protection Program 29CFR1910.134: as well and any other regulatory requirements to ensure worker safety. Submission Details: All interested, capable, qualified (under NAICS code 237120) and responsive contractors are encouraged to reply to this market survey request. Submit a narrative demonstrating your firms abilities and previous experience (within the last 3 years) relating to the project description as described above. The contractor must demonstrate past experience on the following: 1. Interested firms having the capabilities necessary to meet or exceed all aspects of NAICS Code 237120 having a size standard of $33.5 Million Dollars over 3 Fiscal years for Oil and Gas Pipeline and Related Structures Construction- Petroleum Bulk Stations and Terminals, and that can support the Military Fueling Systems construction scope requirements, should submit a capabilities and capacity statement package. The submission shall be prepared in Microsoft WORD 2000 or greater, no more than five (5) pages, not including the Cover Letter, single spaced, 10 point font minimum. 2. A cover letter provided for the submission shall include: a.Name and address of the company. b. Company's business size status (i.e. Other than Small (OTS) Small (SB), Small Disadvantaged Business (SDB), Women -Owned Small Business (WOSB), Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Historically Underutilized Business Zone (Hub Zone), Section 8(a)); c. A point-of-contact to include phone number, fax number, and email address. In addition, please provide affiliate information: parent company, joint venture partners, and potential teaming partners. 3. The capability and capacity statement package must demonstrate and address: a. Prior/current specific project experience at Federal installations, as well as, non federal installations in construction of replacement of aging fuel system components; repair of fuel storage tanks and containment areas; provide fuel systems upgrade and maintenance experience and experience showing the firms capability to provide applicable incidental design to support the aforementioned construction identified. Provide information that indicates that the above mentioned construction complies with all local, state and federal regulations. Experience should include magnitude, scope, and complexity of projects performed within the last three years including; Contract number, organization supported, scope of work, whether the offeror was a prime contractor or subcontractor, contract value, Government point of contact with a current telephone number, and a brief description of how the contract referenced relates to the services described herein. b. Current existing successful teaming arrangements, Joint Ventures, or Mentor Prot g agreements held with other business concerns, large or small businesses engaged in this type of work. c. Provide no more than three (3) references, for no more than three (3) of the most recent and relevant contracts, performed within the last three (3) years for each of the requirements. Include name, address, telephone number, and e-mail address of references. Also, provide a brief description of the work performed, role of the contractor to include whether the work was self-performed, contract number, total contract value, and period of performance. Contracts must be same or similar to the work described in this announcement. 4. In addition to the above, the Government requests comments from interested parties to the following questions: a. Would your firm be interested in submitting a proposal considering the anticipated scope of work items and for specific regions as shown herein? If not, why? b. In reference to 1 above, does your firm have sufficient experience in the anticipated scope items that would allow the government evaluator to assess your firm's capability? If not, please explain. c. What is the maximum bonding capacity of your firm? d. What maximum annual capacity of work can your firm reasonably manage while assuring effective and efficient program/project implementation and maintaining quality products? e. What is your firm's resource availability (Staffing and Equipment) available to perform the work (self perform)? f. What elements of work would your firm consider be subcontracted? g. In what socio-economic programs does your firm currently participate (e.g. 8 (a), HubZone, Service Disabled Veteran Owned Business, etc.)? What is the extent of your participation in these programs?
