Description

The United States Department of Agriculture (USDA), National Agricultural Library (NAL), intends to award a sole-source contract to Oxford University Press to provide electronic access via the internet for all USDA users to the Oxford Journals Science Archive Collection. This access includes Perpetual Data Rights to the content that is made available to USDA during the Period of Performance. The Oxford Journals Science Archive Collection includes complete runs of Oxford Journals' scientific journals from volume 1, number 1 to 2009. The core journals in this backfile collection have published highly cited, influential research, which has played a significant role in progressing knowledge in the field and stimulating further research. The files are available over the internet via the platform through which NAL now accesses current issues of Oxford online journals. NAL has determined that Oxford University Press is currently the only vendor that can meet NAL's requirement for access to and perpetual data rights for the Oxford Journals Science Archive Collection. The publications provided by the vendor are proprietary, and only the vendor can guarantee the required Perpetual Data Rights and deliver access. The anticipated Period of Performance is: 9/30/12 to 9/29/13 The anticipated award date is 09/17/2012. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
