Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with The Boeing Company for the design, development, fabrication, inspection, production, and fielding of Qty (9) Intermediate Level (I-Level) Operational Test Program Sets (OTPS) in support of the EA-18G Growler Airborne Electronic Attack (AEA) Suite. In addition, this requirement includes Qty (2) Engineering Design Models (EDM) for each OTPS, and Options for a Qty (20) production of each OTPS and associated Integrated Logistic Package (ILP). The purpose of these OTPS's is to implement maintenance capability at the I Level for the EA-18G aircraft. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Boeing Company is the original designer, developer and manufacturer of the EA-18G aircraft. The Government does not posses the current data drawings or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
