Description
NAICS ? 334516. The U.S. Environmental Protection Agency (EPA) National Enforcement Investigations Center (NEIC) intends to award a sole source firm-fixed-price Purchase Order for $39,020.00 for a Cyanide Analyzer, software and installation under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to OI Analytical. In accordance with FAR part 6.302-1 EPA?s NEIC requires a replacement cyanide analyzer with CPU to replace an antiquated model of the analyzer that is no longer supported by the company in any way. The required system will include all hardware, software and applications training for two analytical cartridges when the equipment is installed on-site in Lakewood, CO. The OIA FS3100 Cyanide Analyzer is unique in that it can provide analysis of total cyanide without requiring the high temperature distillation step and enables the measurement of cyanide at low concentrations. Thus, the OIA FS3100 Cyanide Analyzer has a higher sample throughput, lower cost per analysis for reagents and consumables and eliminates analyst exposure to hazardous chemicals such as concentrated sulfuric acid and pyridine. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA?s requirements as stated herein may submit a capability statement, which if received by COB on September 21, 2012 will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
