Description
CARTRIDGE, CALIBER 40MM, WARNING MUNITIONS The U.S. Army Contracting Command - New Jersey, Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager, Close Combat Systems and the U.S. Army Research, Development, and Engineering Command, Armament Research, Development and Engineering Center (RDECOM-ARDEC), Picatinny Arsenal, NJ is conducting market research for three (3) distinct non-developmental 40mm Warning Munitions with effective ranges of approximately 100 meters, 200 meters and 300 meters respectively. These rounds must be capable of providing an audio report (minimum 170 5 decibels (dB) when measured at a distance of 1.5m [5 feet]), bright flash (minimum 7.0 million candelas 1.0 million candelas) and a smoke cloud clearly visible to the launcher operator during all daylight conditions at the designated ranges. Respondents should provide information of their proposed cartridge designs to include minimum safe distance and maximum effective ranges. The round must be compatible with all standard issue grenade launchers (M203 Grenade Launcher, M203A1 Grenade Launcher, MK13 Enhanced Grenade Launcher Module [EGLM] and M320 Grenade Launcher [GLM]). Respondents should also provide information of the accuracy of their design at the designated ranges in 50m increments. All interested parties that believe they can meet the above requirements shall provide data showing their cartridge's technical capabilities. Respondents shall also submit their manufacturing capabilities to include minimum and maximum monthly and annual production capabilities and any required ramp up-period to be at maximum capability. Respondents shall identify any subcontractor(s) that will be utilized in the manufacturing of the munitions and provide similar manufacturing capabilities thereof. Responding firms shall state their International Organization of Standards (ISO) qualifications or equivalent status. Responses should include the offerer's current business structure: (a) name of company to include company point of contact, technical point of contact, company address, telephone numbers (voice and fax), email address; (b) company size status (i.e. large, foreign, small, small disadvantaged, veteran owned, woman owned, NAICS code, etc). This market survey is for information and planning purposes only, it does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The U.S. Government implies no intention or opportunity to acquire funding to support current or future production efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
