- See amendment 02. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice and attachments. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Virginia Contracting Activity intends to award a Contract to procure 20 Construction Surveillance Technicians as stated in the attached Request for Proposal (RFP) HHM402-12-R-0158 CLINS. See the attached RFP starting on page 3 for a list of the CLINs and their associated descriptions, quantities, units of measure, etc. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-60 dated 26 July 2012 and are attached. This procurement is a 100% Small Business Set-Aside under NAICS code 561210, Facilities Support Services. The small business size standard is $35.5 million. It is solicited on an "all or nothing" basis; no split awards will be made. The following provisions and clauses apply to this solicitation/contract: - 52.212-1, Instruction to Offerors - Commercial and it's Addendum - 52.212-2, Evaluation - Commercial Items DOES NOT APPLY to this solicitation. However, award will be made to the lowest priced offeror that meets ALL aspects and requirements of the attached SOW entitled "Construction Surveillance Technicians" dated 23 August 2012. ALL CLINs must be priced to include the labor rates per CST. Multiply the "Unit" price by the "Quantity" to obtain the total "Amount" for each CLIN. CLIN 0004 will have the same "Unit" price as its total "Amount." - All offerors shall include a copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer, or a copy of its Annual Online Reps and Certs from ORCA website https://orca.bpn.gov/ - 52.212-4, Contract Terms and Conditions - Commercial Items - 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (see pages 16 - 19 of the solicitation to see all the clauses that apply under 52.212-5) **NOTE**This above list does not capture all of the provisions and clauses that apply to this solicitation/contract - see the attached RFP HHM402-12-R-0158 for a complete list.
