- The NAVSUP Fleet Logistics Center (FLC) Norfolk, VA 23511-3392 intends to negotiate a 100% small business set-aside single award Indefinite Delivery/Indefinite Quantity contract with Firm Fixed-Price provisions for business operation support services as required by the Naval History and Heritage Command (NHHC), Washington Navy Yard (WNY), Washington, DC. The Contractor shall staff, manage and operate multiple divisions/departments within NHHC WNY, Washington, DC and museums across the continental United States. The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 “ Acquisition of Commercial Items, FAR Subpart 15 “ Contracting by Negotiation, FAR Subpart 16.5 “ Indefinite Delivery Contracts, and FAR Subpart 19.5 “ Set Asides for Small Business. The requirement for business operation support services will consist of a one-year base period of performance that will commence on or about 1 November 2012 and conclude on 31 October 2013, and option provisions to incorporate four one-year option periods thereafter that will conclude on or about 31 October 2017 The North American Industry Classification System (NAICS) code for this acquisition is 561499, All Other Business Support Services, and the Size Standard is $7.0M. A complete Request for Proposal package will be available for downloading at the NECO Website: http://www.neco.navy.mil or http://www.fedbizopps.gov on or about 13 September 2012. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the offeror is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the Systems for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
