- The U.S. Fish and Wildlife Service has a requirement for planning and implementation services for the removal and disposal of two shipwrecks at the Palmyra and Kingman Reef National Wildlife Refuges (NWR). Project will be unrestricted to any size business. Solicitation number will be F12PS01171 and release date for solicitation posting to FedBizOpps is projected for September 21, 2012 with response of proposal thirty (30) days after posting. There will be two phases to the solicitation process. Phase I will be the selection of up to five (5) contractors that will be eligible to go on the site visit. These will be the only contractors eligible to submit a proposal on the project. Selection of up to five contractors will be based upon experience with similar contracts performed over the last ten (10) years and past performance. Information available from the Past Performance Information Retrieval System (PPIRS) may also be used to supplement the evaluation of past performance. Responsibility for insuring points of contact and telephone numbers on references are current are solely the responsibility of the contractor. Those contractors selected to go on the site visit will pay their own expenses to Honolulu. The flight to Palmyra will be provided by the Service and contractors will need a passport. Lodging and food at Palmyra will be the responsibility of the contractor. The site visit at Palmyra is anticipated to be at least three days or more (depending upon weather) and is anticipated to take place towards the end of November or first part of December 2012. For each contractor selected under phase I, up to two (2) people per firm will be allowed to attend the site visit. Contractors selected under phase I to attend the site visit must provide the names of a primary and secondary person planning on attending the site visit to the Contracting Officer within two days after notification of the selection notification. The Contracting Officer will notify the Contractor at least fourteen days in advance as to who will be able to attend. Phase II will be those contractors that attended the site visit to submit proposal(s) and cost for various methods of completing the work. Evaluation factors of the solicitation will provide more specific details. GENERAL: The US Fish and Wildlife Service, Pacific Reefs National Wildlife Refuge and Monument Complex, has a request for Planning and implementation services for the removal and disposal of two shipwrecks at the Palmyra Atoll and Kingman Reef National Wildlife Refuges (NWR). 2. SCOPE: Provide Planning, and implementation services for the removal and disposal of two shipwrecks at the Palmyra Atoll and Kingman Reef National Wildlife Refuges (NWR). More specifically this entails supplying all the labor, equipment, materials and supplies necessary to remove a grounded 121 ft steel hull, longline fishing vessel and scattered debris from the western terrace reef at Palmyra Atoll NWR, and the remnants of a teak fishing vessel and scattered debris from the Kingman Reef NWR. All metal parts of the shipwrecks and debris are negatively impacting the marine community and need to be removed. The contractor must furnish all labor, equipment, materials, and transportation to remove and properly dispose of the wrecks and debris, including obtaining all necessary permitting and compliance documentation. The contractor must possess industry standard qualifications to perform this type of salvage and removal operation. 3. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: All planning work shall be completed where required by the prime contractor and their approved subcontractors. All shipwreck removal and disposal related work is located at the Palmyra Atoll and Kingman Reef NWR in the central Pacific Ocean. The period of performance shall commence after Notice to Proceed is issued. All work shall be completed by December 2013. 4. INSPECTION AND ACCEPTANCE: The work shall be accepted when all the work is completed as described here within and in accordance with any contract specifications. Work will be inspected to assure compliance with the contract documents. But quality control and adherence to all contract requirements is still the responsibility of the contractor. 5. GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS/INFORMATION: No government furnished equipment or materials shall be made available. Any satellite or Lidar imagery in the possession of USFWS shall be made available for the contractors use. 6. AVAILABILITY: Due to the remote nature of the project and the desire to remove the within the anticipated timeframe work hours can be flexible keeping in mind worker safety and impacts to normal Refuge operations. 7.
