Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is unrestricted. The NAICS Code for this synopsis/solicitation is 334516, Size Standard 500 employees. Solicitation/Purchase Request number F2KBAD2166A003 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-60 effective 27 August 2012. The Government intends to award one (1) contract for Contract Line Item Number (CLIN): CLIN 0001 for Mid-Wave Infrared Detectors SPECIFICATIONS: - 320 x 256 Mercury Cadmium Telluride (MCT) Based System - Rotary Stirling Cooled (Richor K508) - 3.7 - 4.8μm spectral response - Pixel NETD (average): ≤20mK - Image Capture: Snapshot, Integrate Then Read (ITR) - Pixel Pitch: 30 μm - F4.0 - User selectable integration times - 1 or 4 Analog Outputs @ up to 6.6MHz/output - Sub-Windowing: fixed (320 x 256, 320 x 240, 256 x 256) or random (any rectangular size down to 64 x 1) - Frame Rate: 1 Hz to 320 Hz (Full Frame), higher frame rate by user selectable sub windowing.hed spreadsheet for complete requirement listing. Price will be evaluated first. The lowest offer will be evaluated for technical acceptability. In accordance with FAR 13.106(b)(1), offerors are notified that each may be required to provide documentation supporting the price, cost and/or cost realism supporting the quoted prices. Failure to furnish supporting documentation expressly requested and necessary for the agency to perform price, cost and/or cost realism analysis is grounds to reject the quote. This is a brand name OR EQUAL requirement. If an "OR EQUAL" quote is submitted, the quote will be evaluated by the technical advisor for compatibility and verification. (a) The use in this solicitation or contract of any Federal Acquisition Regulation (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the date of the clause. AFFARS 5352.201-9101, Ombudsmen. (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern.
