- Final Generic Example 1. Introduction: This is a Request for Information (RFI) as defined in FAR 15.201(e). This request is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. The Naval Air Systems Command (NAVAIR) is conducting market research to determine interest in and capability to deliver a Future Airborne Capability Environment (FACE) conformant Required Navigation Performance/Required Navigation (RNP/RNAV) Portable Software Component (PCS) or set of PCS components. This RFI is an opportunity for industry to assist in further refining the strategy and potential contracting approaches for a more commercial industry approach to buying software. The intent is for industry to describe their experiences with similar efforts and to provide comments and suggestions on the concepts and objectives in this RFI. The Government will use the information provided by industry to refine its procurement strategy and potentially draft a solicitation. Any information used will be on a non-attribution basis. This research will help the NAVAIR obtain information to: 1) identify potential sources and experience to fulfill requirements, 2) develop an acquisition strategy, 3) identify barriers to competition and 4) determine documentation needed to support the program and proposal preparations. Respondents should properly mark any proprietary information, and the NAVAIR will control it as such. Do not send any classified information. Participation in this effort is strictly voluntary. 2. Provide the following in your response: a) Information on your capability to produce/deliver a FACE conformant RNP/RNAV PCS or set of PCS components that satisfies the requirements of the "Functional Requirements Document For REQUIRED NAVIGATION PERFORMANCE AREA NAVIGATION [FRD for RNP RNAV] Revision A 17 April 2006". b) Information on your notional FACE architecture, (example attached), including green (conformant) and red (non-conformant) color coding for conformant and non-conformant interfaces and architectural segments. c) Information on your notional development schedule with expected release date, d) Information on your intended licensing/purchasing agreement (ex. Commercial Off The Shelf (COTS) software subscription/enterprise license, COTS one-time license per aircraft/computer installation, Government Purpose Rights software license, Unlimited Rights license, Government software purchase)., e) Rough Order of Magnitude price estimate f) Please provide a description of your capabilities to conduct the above requirements, in whole or in part, plus any additional documentation that you believe would be beneficial to support this effort. Identify any limiting factors and/or risks which impact your ability to respond to this RFI. g) Information requested, should be submitted (In Adobe electronic format) no later than September 21, 2012. 3. Format Requirements: a) NAVAIR will evaluate responses and may request a capability presentation. Respondents interested in presenting a capability briefing should send an email (subject line: "RFI: FACE RNP/RNAV Effort") to amy.lankford@navy.mil no later than September 21, 2012. b) All responses to this notice should include the following: Company Name, Point of Contact, Address, Telephone and Fax Numbers, Email Address. NAVAIR may schedule an industry day to facilitate additional information exchanges about the program. Any and all costs incurred in responding to this RFI, including conducting a capability presentation, shall be borne by the respective respondents. NAVAIR will not reimburse any costs and will not be liable for any costs associated with responses to this RFI.
