- Description
- The Department of the Treasury, Bureau of the Public Debt (BPD), on behalf of the Office of Information Technology (OIT), intends to make award on a sole source basis to JFrog LTD, 16 Habonim Street, PO Box 8187, Netanya, Israel. Artifactory Pro is a set of add-ons to the Artifactory open source software and is only available from JFrog LTD. The Artifactory Pro subscription provides full maintenance, bug fixes and newly developed add-ons and meets the following Government technical requirements: • Provide an automated means to maintain JAR files used within software engineering projects but without the multiplicity of placement within each Subversion project repository; • Offer full control over automating repository management and release life-cycle by accessing a superset of powerful REST commands, such as: Build Promotion with scope selection, repository replication & synchronization, folder tree listing, move & copy, sophisticated range queries, repository admin; • Build integration supports the Atlassian Bamboo product currently used; • Gain the ability to actively synchronize repository content and metadata from/to remote Artifactory repositories using pull or push (inbound/outbound) replication; • Schedule periodic rsync-like mirroring and maintain up-to-date replicas of repositories on remote sites, using the administration UI or via Artifactory's REST API; • Annotate artifacts and folders with fully-searchable properties; • Define sets of structured properties and use them from the Ul or REST API to tag artifacts and locate them later on; • The Smart Searches functionality provides the ability to search and collect artifacts by building a repository of found artifacts; • Define the layout of software modules identified in the repository for automatic cleanup of old versions and cross-repository layout conversion; • Integrate with the existing Atlassian Crowd server- delegating all authentications to Crowd; • Gain the ability to reuse existing, HTTP-based, enterprise SSO integrations such as the powerful authentication schemes provided by the Apache HTTP server (mod_auth_ldap, mod_auth_ntlm, mod_auth_kerb, etc.); • Selected artifacts, folders, or repositories can be watched for any event (add, delete, or modify), and users can receive email notifications on repository changes as needed; • Avoid repetitive, manual jar signing and complex JNLP file generation when deploying WebStart applications; and • Provide the OSS WebStart Maven plug-in to deploy Maven projects as fully modular WebStart/JavaFX applications with reusable, signed dependencies. BPD will consider written responses received no later than 8:00a.m. ET on Monday, September 17, 2012. Responses must include sufficient evidence that clearly shows the vendor is capable of providing the requested software that meets the aforementioned technical requirements. If no written response is received that clearly demonstrates an ability to meet all requirements, is more advantageous to the Government, and is received by the aforementioned deadline, BPD shall make award on a sole source basis to JFrog LTD. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Qualified contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.) based on NAICS Code 511210, size standard $25.0m. Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. Whether your products and services are available through a Government contract vehicle or Open Market. 3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, the product being offered, and a list of customers your company currently provides these products/services for. 4. Contractors should provide their DUNS, if applicable. Responses to this request must be submitted no later than 8:00a.m. ET on Monday, September 17, 2012 and must be submitted electronically to PSB3@bpd.treas.gov, "SS-OIT-12-0126, Attn: GB/AZ." The following file extensions are not allowable, and application materials/data submitted with these extensions cannot be considered:.bat,.cmd,.com,.exe,.pif,.rar,.scr,.vbs,.hta,.cpl, and.zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice.
