- Contracting Office Address: Department of Health and Human Services, National Institutes of Health (NIH), National Library of Medicine Office of Acquisitions, National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) Acquisitions Branch, 6707 Democracy Boulevard, II Democracy Plaza, Suite 700W, Bethesda, Maryland 20817. Description: National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) plans to procure, on a sole source basis, with Mechatronics USA LLC, 860A Waterman Avenue, Suite 1, East Providence, RI 02914-1335, a LoRRca (Laser assisted Optical Rotational Cell Analyzer) MaxSis with Osmoscan. This acquisition will be processed in accordance with Simplified Acquisition Procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type contract. Equipment Features: The LoRRca MaxSis is a newly developed instrument and the successor of the LoRRca II. It is an automated instrument and is capable of measuring and performing Laser Diffraction Ektacytometry, Relaxation Rate, Cell Stability, Cell Aggregation (kinetics and tendency) and Syllectometry (backscatter). New extended capabilities include: A unique Osmolality Gradient Scan and Parameterization of deformation curve and Cell Membrane Stability test. In addition, it is equipped with built-in video grabbing hardware enabling through a sophisticated and dedicated application program, on-line data analyses and storage of all data. All necessary reagants, as much as three different Polyvinyl pyrrolidone solutions for Osmoscan are located within the instrument. This is a unique instrument used in the study of hemorheology of RBC's. To the best of the Government's knowledge, there is no equivalent instrument available on the market. Mechatronics USA LLC is the only authorized distributor of this product in the U.S. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDDK to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the DK Acquisitions Branch on or before 11:30 AM EST on September 10, 2012. Electronic capability statements (via e-mail) will be accepted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractor must be registered and have valid certification in the Central Contractor Registration (CCR) http://www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
