- Solicitation Standard Form 1449 Statement of Work ****NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with Teledyne RD Instruments, for an Acoustic Doppler Current Profiler (ADCPs) instrument. ****The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA), Anchorage Weather Forecast Office (WFO) Alaska need for a RiverRay Phased Array 600 kHz - includes Phased array flat surface four-beam transducer & electronics in composite plastic housing, Internal fluxgate compass with tilt and temperature sensor, Bottom tracking, Bluetooth communications or serial cable operation, 5 m 12-VDC power and communication cable (data communication RS-232), 16MB on board memory, Polyethylene three-hull float with connectors and a rechargeable battery, WinRiver II software for data acquisition and playback, DGPS/Depth Sounder/External Gyro integration through WinRiver II software, Electronic Manual on CD, Spare parts and tool kit, Shipping case, Cable and installation of HA100 GPS System in RiverRay. Configured for use of RiverRay instrument Bluetooth communications to shore, and GPS-HA100 - Hemisphere A100 Smart Antenna DGPS Receiver, GPS system with E-diff. This vendor is the only known source for this requirement and this vendor has the technical knowledge and patents covering the intricate designs of the instruments and accessories associated with the River Ray instrument. By purchasing the same type of instrument, the Government can obtain flow measurements consistent with the quality of the United States Geological Survey (USGS) and obtain training in the proper usage of the ADCP through collaboration with the USGS. High quality measurements are vital to the use of stream flow data in NWS hydrologic models for the protection of life and property. Delivery is requested by October 1, 2012. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the space and service as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
