- SUBJECT: Request for Information (RFI) and Sources Sought, Soldier Protection System (SPS) - Integrated Soldier Sensor Suite (ISSS) Background: The Government is issuing this Request for Information (RFI) to collect information for the development and production of and Integrated Soldier Sensor Suite (ISSS) that will be part of the Soldier Protection System (SPS). Additionally, this RFI is intended to gather industry feedback on the draft Technical Statements of Need for a Generation III Helmet Sensor, a blast overpressure sensor and a physiological status monitor (PSM). The ISSS will replace the current Gen II Helmet Sensor and provide the Soldier with additional capabilities to sense and record pressure waves from a blast and heart rate and core temperature of the user. Soldiers equipped with the ISSS will be able to monitor their heart rate and heat stress level, giving them feedback concerning their physical performance. In the case of an injurious event, the PSM will log the user's data for further analysis. Soldiers equipped with the ISSS will also have an early indicator as to the probability of mild-Traumatic Brain Injury (mTBI) injury due to head accelerations or blast exposure. This will give commanders in theatre decision-making tools concerning the injury status of a soldier. Description: The ISSS will employ a common data retrieval system (DRS) and software to collect data from each suite of sensors. This un-networked set of computers will be used to interrogate sensors wirelessly and download data via USB. A single piece of software will be used to download and manage the data. The Gen III Helmet Sensor improves the Gen II concept by increasing the wireless capability and integrating the JTAPIC injury model and false-event screening ability into the device architecture. In this way, the Gen III Helmet Sensor can screen out non-injury related data -such as tossing one's helmet on to a concrete surface-and report the probability of injury as green/amber/red. The Blast Overpressure gauge will be able to record data concerning injury due to elevated pressure during blast events. This is a complimentary item to the helmet sensor to capture multiple types of data that might correlate to injury mechanisms. The technical requirements are provided in the attached draft Technical Statement of Need (TSN). The acquisition organization responsible for this effort is Product Manager (PM) Soldier Protective Equipment (SPE), Ft. Belvoir, VA. Submission Information: All interested vendors shall, respond to the RFI by submitting the below information by no later than 15 calendar days from the date of this posting.: 1. Detailed description, in the form of a technical white paper, of their proposed Helmet Sensor, Blast Sensor, PSM and DRS design(s) intended to meet the TSN; address specific size, weight, shape, performance, durability and wireless requirements, as stated in the TSN; and production capability. Specific information shall be provided on wireless technologies suitable for fielding to an active Theatre of Operations. Proprietary information should be clearly marked and will not be disclosed outside the U.S. Government. 2. Rough order of magnitude (ROM) unit price 3. Provide feedback and questions concerning the draft PD. 4. Business name, address, business size and point of contact information (name, email and phone number). 5. This information should be provided to the contracting office at US Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Division F, ATTN: Shawn L. Jamerson, Contract Specialist, Team Watkins, by email at Shawn.L.Jamerson.civ@mail.mil. The Government does not guarantee that this RFI will result in a Request for Proposal (RFP) or contract award, and will not provide reimbursement for any costs incurred by vendors who respond to the RFI.
