Description
NOTIFICATION OF SOLE SOURCE AWARD The Defense Human Resources Activity (DHRA) intends to award a contract on a sole source basis for Case Management Tracking System to the following contractor: MicroPact Engineering, Inc. 12901 World gate Drive #800 Herndon, VA 21071 This contract will be awarded in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. DHRA requires contractor services to provide a centralized, web-based, commercial-of-the-shelf (COTS) case management tracking system that can support multiple concurrent users and has reporting and querying capabilities. The objectives for meeting this requirement are to provide the DCPAS Investigations and Resolutions Directorate (IRD) with a software package to track and manage investigations and resolution of discrimination complaints, provide DCPAS Strategic Analysis and Reporting Division (SARD) with overall HR case management and tracking capabilities to conduct accountability and compliance studies, and provide ongoing program support services for the Labor and Employee Relations (LER) Case Management and Tracking System (CMTS) which began deploying in FY 2012. This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting the requirements stated in the attached Performance Work Statement (PWS) may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirements. Capability statements must be received by the response date and time of this notice (see below). Submissions will be reviewed to determine if they can meet the requirements. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement is being conducted under negotiated procedures in accordance with FAR Part 12 and 15. Please see the attached PWS for a description of the requirements.
