NUMBER: PR: 0040054099 POSTED DATE: 09/05/2012 SUBJECT:Stress Hormones Analysis in Moose Pellets This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than Tuesday September 12, 2012, by sending an e-mail to almeda_gaddis@fws.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY:University of Washington DUNS: 605799469 FOR :Stress Hormones Analysis in Moose Pellets, Kenai NWR ON:09/05/2012 NAICS:541990All Other Professional, Scientific and Technical Services AUTHORITY:8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source FAR 6.302-2 Unusual and compelling urgency. Determinations not to compete this proposed procurement were made because: In 2011 moose pellet analysis was done by the University of Washington (UAW). Additional analysis is required and to maintain continuity in science we must have the UAW continue analysis of this new set of samples. Now that the initial set of samples were analyzed by the UAW it is critical that the samples be analyzed by the same entity, using the same procedure, on the same equipment to ensure the continuity of science that will ensure analysis integrity.
