Description
Product Manager Soldier Protective Equipment of the Program Executive Office Soldier, Fort Belvoir, VA 22060 is seeking information from potential industry partners to support the Army's next generation protection system called Soldier Protection System (SPS). BACKGROUND: An operational need exists to provide the Soldier a personal protective system that allows the user to tailor his/her loads for mission-specific operations, thereby increasing survivability and mobility. There are shortcomings in mobility resulting from fielding of equipment that is bulky and burdensome, resulting in degradation of the Soldier's effectiveness and performance. The need for improvements to the existing personal protective systems is consistent with new requirements of the Army and will be the focus SPS. The goal of the SPS is to provide the Soldiers with modular and scalable/mission-tailorable protection to reduce weight and increase mobility while optimizing protection. This RFI is to gather information specific to extremity protection. The objective of this technology demonstration effort will be to assess extremity protection that meets our attached technical statement of need (TSN). Generally, this system design must provide protection to the arms, legs, neck area, lower back/abdomen, hands and groin with a higher level of protection to at least the deltoids, lower back, elbows and knees. The system also must allow for insertions of future technologies that support modernization and defeat or mitigate the effects of ballistic, blast, fragmentation, blunt impact, and flame threats on the battlefield. SUBMISSION INFORMATION: All interested vendors shall, respond to the RFI by submitting the below information by 17 September 2012: -Detailed description, in the form of a technical white paper and/or technical supporting information such as past research and development efforts investigating material performance and design that meets or exceeds the TSN or other research and developments relative to the interests of this RFI. Candidates are welcome to submit for individual components of the extremity protection system but an integrated complete system is the ultimate goal of this effort. Proprietary information should be clearly marked and will not be disclosed outside the U.S. Government. a.) Rough order of magnitude (ROM) unit price b.) Interested sources are also encouraged to provide appropriate recommendations and suggestions regarding technical requirements within the attached TSN. c.) Business name, address, business size and point of contact information name, email and phone number). Interested sources should submit the requested information not later than SEPTEMBER 17, 2012 VIA EMAIL ONLY to ACC-APG Contracting Command- Aberdeen Proving Ground (ACC-APG). This information should be provided to ACC-APG, ATTN: Lisa J. Yamakawa at lisa.j.yamakawa.civ@mail.mil. The Government does not guarantee that this RFI will result in a Request for Proposal (RFP) or contract award, and will not provide reimbursement for any costs incurred by vendors who respond to the RFI. Interested vendors will be advised if and when the Government decides to pursue a formal RFP or solicitation via Army Single Face to Industry (ASFI) website.
