- Contracting Office Address: Department of Health and Human Services, National Institutes of Health (NIH), National Library of Medicine Office of Acquisitions, National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) Acquisitions Branch, 6707 Democracy Boulevard, II Democracy Plaza, Suite 700W, Bethesda, Maryland 20817. Description: National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) plans to procure, on a sole source basis, with Applied Biosystems LLC, 850 Lincoln Centre Drive, Foster City, CA 94404, a Viia TM 7 Real-Time PCR System. This acquisition will be processed in accordance with Simplified Acquisition Procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type contract. Equipment Features: The ViiA TM 7 System is a Real-Time PCR system that enables high-productivity qPCR through flexibility, performance and integrated TaqMan® Assay content. It is the only system that has the ability to accommodate 96-well, Fast 96-well low volume, 384-well plates as well as TaqMan® Array Cards. This instrument's user-interchangeable blocks are accessible from the front of the instrument to help maximize bench space and provide tool-free block exchange capability. No service visits or re-calibration are necessary after a block change. The Real-Time machine includes an OptiFlex TM System which combines six excitation (450-670nm) and 6 emission (500-720 nm) filter sets to enable collection of up to 21 unique combinations of wavelengths during a single run for multiplexing. It is available with a robotic arm that is capable of loading and unloading reaction plates. The resulting integrated unit is designed to provide unattended instrument operation for up to 110 384-well reaction plates, 100 TaqMan Array Microfluidic Cards, 50 96-well plates or 60 Fast 96-well plates. An application Programming Interface (API) is included that will allow programming routines to be developed for controlling the instrument. Because of these essential capabilities, this system meets our short term as well as long term needs. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDDK to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the DK Acquisitions Branch on or before 11:30 AM EST on September 10, 2012. Electronic capability statements (via e-mail) will be accepted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
