- NASA Goddard Space Flight Centers Detector Systems Branch, has a requirement for a rapid cycle cryogen free dilution refrigerator (DR) testbed capable of achieving ultralow temperatures and doing so with a high cooling power. This project is undertaken in support of NASAs mission to develop low noise cryogenic detectors and detector system components. Performance characterization and calibration of the DC, Radio-Frequency (RF) and optical response of these detectors and readout components is necessary for their eventual implementation in science missions. Specifically, this project has been undertaken to provide a critically necessary testbed for characterization of low noise superconducting detector arrays and components being developed for several Far-Infrared/Submillimeter detector development efforts. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the On-Line RFQ. The Government intends to acquire a commercial item using FAR Part 12. Offerors shall provide the information required by FAR 52.212-1 (FEB 2012), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall list the country of origin. FAR 52.212-4 (FEB 2012), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JUL 2012), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following additional clauses cited in 52,212-5 (b ) are incorporated by reference: 52.203-6, 52.219-4, 52.219-8, 52.219-9 (Alt I), 52.219-16, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222.37, 52.222.54, 52.225-1, 52.225-13, 52.232-30, 52.232-33 Offerors must include completed copies of the provision at 52.212-3 (APR 2012), Offeror Representations and Certifications - Commercial Items with their offer. These may be obtained via the internet at URL: http://rcb.cancer.gov/rcb-internet/SAP/52-212-3plusadd.pdf. These representations and certifications will be incorporated by reference in any resultant contract. Questions regarding this acquisition must be submitted in writing via email to Caesar.Gooden-1@nasa.gov no later than COB on September 10, 2012. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements: performance, schedule and ruggedness (as detailed under Specifications in the Statement of Work) will also be considered. Technical acceptability will be determined by review of information submitted by the offeror, which provides a description in sufficient detail to show that the product offered meets the Government's requirement.
